
The regular meeting of the Board of Trustees of the Village of Arcade, Wyoming County, New York was held on Tuesday, October 18, 2005 at 7:00pm there were:

PLEDGE TO ALLEGIANCE
Mayor Doster opened the meeting with the Pledge to Allegiance.
APPROVE MINUTES
No vote was taken to approve the minutes from the regular meeting held on October 4, 2005 as presented by the Clerk. The minutes will be presented at the meeting scheduled for November 1, 2005.
HOME TOWN WEB PRESENTATION
Jim Witter presented the Board with information regarding the Home Town Information Center Web Site. Mr. Witter explained that the web site is being established by municipality to provide a single community source to locate and connect individuals, businesses, municipalities, service organizations, and other groups who make up the community. The Home Town Information Center staff hopes to provide information sharing capabilities to promote informed decision making and expression of opinion, to provide an affordable opportunity for volunteer service organizations and small businesses to take advantage of web site technology, to provide a forum for information sharing, and discussion regarding community issues, concerns, and common interest, to promote recognition of volunteers in service to the community, and support local business and encourage local shopping. VILLAGE OF ARCADE PARK – GEOCACHE PLACEMENT
Eric Szucs made a presentation to the Board about Geocaching (pronounced geo-cashing, like cashing a check). Geocaching (also known as GPS Stash Hunt, Global Positioning Stash Hunt) is a relatively new phenomenon and is an entertaining adventure game for Global Positioning System (GPS) users. Participants in a cache hunt take advantage of the features and capabilities of a GPS unit. The basic idea is to have individuals and organizations set up caches all over the world and share the locations of these caches on the internet. GPS users can then use the location coordinates to find the caches. Once found, a cache may provide the visitor with a wide variety of rewards. A cache can come in many forms but the first item should always be a logbook. The logbook contains information from the founder of the cache, notes from the cache's visitors, and information about nearby attractions. Larger caches may contain maps, books, software, CDs, videos, tickets, tools, games, etc. These items turn the cache into a true treasurer hunt. Simple rules for visitors to the cache: take something from the cache, leave something in the cache, and write about it in the logbook. Motion by Mayor Doster and seconded by Trustee Burkett, Eric Szucs be granted permission to place a geocache at the Arcade Village Park.

PERMISSION FOR INTERN
Motion by Mayor Doster and seconded by Trustee Reisdorf, permission be granted for Hilbert College student and local resident, Amber Justice, to do her intern requirement with the Arcade Police Department and Village and Town of Arcade Justice Courts. Amber is currently enrolled in the Criminal Justice program. She is expected to work approximately 8 hours a week and will be shown procedures, patrol, and clerical responsibilities. Amber's assistance will enable the Police Department and Courts to catch up on tasks and provide her valuable hands-on experience as she pursues her goals. Police Chief Laird advised the Board that insurance would be provided by the College. In addition, a Village of Arcade Police Department and Justice Court confidentiality policy has been drafted, reviewed, and approved.

NEW PATROL CAR
Police Chief Laird advised the Board that the new patrol car had been delivered and was currently at SAIA Communications for equipment installation.
PERMISSION TO SELL OLD POLICE CAR
Motion by Mayor Doster and seconded by Trustee Reisdorf, permission be granted for Police Chief Laird to adverise the sale of the old police car (#18) by sealed bid.

PERMISSION TO PARTICIPATE IN WYOMING COUNTY DRUG TASK FORCE
Motion by Mayor Doster and seconded by Trustee Burkett, Police Chief Laird be granted permission for an officer to participate in the newly organized Wyoming County Drug Task Force, as applicable, per request of the Attica Police Chief. The motion was passed with the stipulation that funding remain within the existing allocated police budget.

TEMPORARY HIRING POLICY
After some discussion on this topic, the Board requested that an early retirement proposal be prepared and presented at the November 1, 2005 meeting.
FUTURE USE OF OLD CRYSTAL INN AREA
Superintendent of Public Works Kilburn advised the Board that the area had been paved, the patio had been preserved, a grassy area planted, and the railing along the creek extende. In addition, six (6) decorative lights, outlets on the brick wall, and a split rail fence are being installed. These surroundings leave the options open for future use.
LETTER FROM DANNY HEINEMAN & SONS, INC.
Superintendent of Public Works Kilburn received a letter from Danny Heineman, owner of car wash and self-storage facility on Route 16, Sardinia, N,Y to dump car wash water into the Wastewater Treatment Plant. After some discussion at the October 4th meeting regarding benefits to the VOA and treatment expenses, the Board agreed to table this item until further discussion could take place with Superintendent of Public Works Kilburn. After additional conversations, the Board asked for a comparison to be completed between the chemicals used and dumped by Agen's Spray-Away Car Wash and the proposed chemicals that Danny Heineman expected to dump. Furthermore, the Board asked Superintendent of Public Works Kilburn to develop a fee schedule that would be used to bill per gallons dumped. A final decision on this topic has been postponed until the November 1, 2005 scheduled meeting.
PERMISSION TO SEND WATER DEPARTMENT TO SCHOOL IN AMHERST
Motion by Trustee Reisdorf and seconded by Mayor Doster, permission be granted for two (2) Water Department employees to attend training in Amherst, NY on October 19, 2005. No registration fees are associated with this training and the attendees will earn continuing education units (CEUs).

PEPSI MACHINE ON MAIN STREET
Superintendent of Public Works Kilburn was contacted by Rick Simar, Village business owner, who requested permission to put a Pepsi machine on the sidewalk in front of his store.
According to Village Law, Chapter 55, Section 55-1, Paragraph E, "Use of Sidewalks, Penalty" states
“No person shall conduct or maintain any sideshow, any vending stand of any nature whatsoever or any lunch counter or stand for the sale of foodstuffs or drinks of any kind upon any sidewalk or street of the Village without the consent of the Village Board of Trustees.”
No vote was taken to approve this request and was tabled until the meeting scheduled for November 1, 2005.
WATER DEPARTMENT DUMP TRUCK
Superintendent of Public Works Kilburn advised the Board that the new Water Department dump truck had been delivered.
SIGN COMPLIANCE ISSUES
Due to recent discussions regarding sign compliance, Clerk/Treasurer Beiersdorf was asked to invite Zoning Officer Marv Zielonka to the November 1, 2005 meeting.
