ARCADE AREA PARTERSHIP - UPDATE
Phil Antonio reported that he feels people from various groups are communicating more throughout the Village. He also reported on the meeting of the Mayor, Superintendent, Rick Simar and himself with the DOT regarding the speed and traffic on Main Street especially at the intersection of Main and Church Streets. Various options were discussed such as increased enforcement of rules around the school, more visibility from the Village at the corner and a study by the DOT on speed and traffic in that area. They will also check with the State Police regarding safety issues on trucks going through the village. They will meet again with the DOT in 2-3 weeks.
Margaret Morgan thanked the board for everything that has been done at the park cabin this year. A special thanks to Karen Norton for her work in beautifying the area around the cabin.
PROPOSED AMENDMENT – SUBDIVISION REGULATIONS
After further review of the proposed amendment the board would like to have wording added that would require provisions for a bond redeemable upon completion of the road and sidewalk. This will be reviewed at the next meeting.
PROPOSED AMENDMENT – WATER RULES AND REGULATIONS
After discussion the following resolution was offered by Trustee Burkett and seconded by Deputy Mayor Ely
RESOLUTION
WHEREAS, the Village Board has been approached about allowing wells in the village for limited uses, and
WHEREAS, Section D. General Information was reviewed and it was determined to amend D(10) and add D(11), D(12) and D(13) to allow use of a private well by an annual permit, that the well to be used is on the property to be served by the well, is not connected into the Village water system or the property owner’s water system that is used for domestic purposes, the well is to be used for landscape irrigation only, the property owner installs a reduced pressure zone backflow preventer and a penalty clause is included,
NOW, THEREFORE, Be It Resolved, that the Board of Trustees of the Village of Arcade hold a public hearing on the amendment to the Water Regulations on November 16, 2004 at 7:00 P.M. in the Village Board Room.

SALARIED EMPLOYEES PERFORMANCE REVIEW FORM
The board reviewed the form and has suggested changes. The final version of the Performance Evaluation for Salaried Employees will be reviewed at the next meeting.
PERMISSION TO ATTEND MEETINGS
Motion by Mayor Doster, seconded by Trustee Burkett and unanimously carried the Mayor and Trustees be granted permission to attend NYCOM’s 2005 Legislative Program in Albany, New York on November 15, 2004.
Motion by Trustee Kosmerl, seconded by Mayor Doster and unanimously carried the Mayor, Trustees, Planning Board, Zoning Board of Appeals and Zoning Officer be granted permission to attend the Genesee Finger Lakes Regional Local Government Workshop in Mt. Morris, New York on November 19, 2004.
Motion by Deputy Mayor Ely, seconded by Trustee Reisdorf and unanimously carried the Mayor, Trustees, Superintendent of Public Works and Clerk be granted permission to attend the State Comptroller’s 2004 Teleconference entitled Using Accountability to Build Public Trust in Warsaw, New York on October 26, 2004.
APPOINT REPRESENTATIVE TO WYOMING COUNTY YOUTH BUREAU
Clerk Offers received information from the county that the Village and Town of Arcade is to appoint a Community Member to serve on the Youth Board for Wyoming County. She asked that the board members think about an appointee.
BUDGET ADJUSTMENTS
Motion by Trustee Burkett, seconded by Trustee Kosmerl and unanimously carried that the following budget adjustments be approved as requested by the Clerk-Treasurer:

AUDIT BILLS
Motion by Mayor Doster, seconded by Trustee Reisdorf and unanimously carried the Village bills be audited and paid and that the clerk be granted permission to transfer funds from the money market accounts to the checking accounts to cover such bills.
ENGINEERING WORKSHOP
Motion by Mayor Doster, seconded by Trustee Kosmerl and unanimously carried two people from the electric department plus Superintendent Kilburn be granted permission to attend the MEUA Engineering Workshop in Liverpool, New York of November 3 and 4.
GIFT TO SCHOOL
Motion by Trustee Reisdorf, seconded by Mayor Doster and unanimously carried the old sweeper that was to be traded in for $500.00 be given to the school as is for their use.
REQUEST FOR LEAVE OF ABSENCE
Motion by Trustee Kosmerl, seconded by Trustee Burkett and unanimously carried Lineman Patrick McHugh be granted an unpaid leave of absence from November 30, 2004 to December 23, 2004.
PROJECT OPEN HOUSE
The Wyoming County Department of Highways will be holding a Project Open House on October 26, 2004 from 1:00 – 3:00 PM in the Village Board Room to provide an opportunity for interested individuals to become acquainted with and express comments on the proposal to replace the existing bridge carrying Hurdville Road over Cattaraugus Creek in the Town of Arcade.
COMPLAINTS FROM LEASEES OF THE OLD FIRE HALL
Several complaints have been received from the office of the Town Assess and Town Clerk since the Youth Together Organization has been working on the building. These complaints are regarding noise during office hours, paper and debris being tossed down the stairs making a mess at the back entrance, office hours sign and legal notice being removed from the glass on the door. The downstairs bathroom stall door has been locked from the inside this past week and the sink is pulled away from the wall. All matters have been taken care of and the director will be checking the building daily.
EXECUTIVE SESSION
Motion by Trustee Reisdorf, seconded by Mayor Doster and unanimously carried the board enter executive session to discuss a legal matter and a personnel issue on a particular individual.
Motion by Mayor Doster, seconded by Trustee Burkett and unanimously carried the board exit executive session.
REPORTS
Village Justice and Acting Village Justice reports for the month of September were received, reviewed and placed on file.
Receipts and Disbursements report for the month of September was received, reviewed and placed on file.
