The regular meeting of the Board of Trustees of the Village of Arcade, Wyoming County, New York was held on Tuesday, November 15, 2005 at 7:00pm there were:

Pursuant to Article 7 of the Public Officers Law, notice of this meeting was given to the media on the 21st day of October 2005 and the same posted on the 21st day of October 2005.

PLEDGE TO ALLEGIANCE

Deputy Mayor Kosmerl opened the meeting with the Pledge to Allegiance.

APPROVE MINUTES

No vote was taken to approve the minutes from the regular meeting held on October 18, 2005 as presented by the Clerk.  The minutes will be presented at a future meeting.

DRAFT PROPOSAL – ADDENDUM TO MASTER PLAN

Carole Jones requested the Board status their intent to pursue the recommendations of the downtown strategic plan.  Deputy Mayor Kosmerl informed the audience that the Board had discussed the plan at a previous meeting and determined that the plan should be looked at during budget time.

Carole expressed her desire to lead a master committee that would review the plan, determine which projects were attainable in the near future, prepare a cost estimate for the projects, and present the information to the Board prior to the budget planning phase. She indicated that the proposed committee would be comprised of Village officials, Town officials, School officials, Chamber members, residents or others with a vested interest in the way the projects were handled.  Once the master committee determines the attainable projects, smaller committees would be formed to research funding options (e.g., fund raisers, grants, etc.) to complete the projects and ultimately be responsible to get the project accomplished.

The Board granted Carole Jones and Joan Harrison permission to prepare a written plan identifying the scope and structure of the proposed master committee to be presented at the December 6, 2005 regularly scheduled board meeting.

BEAUTIFICATION COMMITTEE REQUESTS CONTRACT WITH VOA

Joanne Offers, representative from the Beautification Committee, requested that the budgeted $3,000.00 be given to the Committee versus being maintained by the VOA. The Committee believes that by maintaining the funds directly they can obtain an accurate cost to complete projects.  Joanne offered to draft a contract between the VOA and the Beautification Committee similar to contracts currently held with the Library and Historical Society.  Trustee Ely recommended that the contract be drafted and presented at the next Arcade Area Chamber of Commerce meeting for approve, prior to requesting VOA Board approval.

BIDS – OLD PATROL CAR

Police Chief Laird advised the Board that bids for the old patrol car will be accepted until 4:00pm on December 6, 2005.

POLICE DEPARTMENT COMPLIMENTED

Trustee Burkett complimented the Police Department for their bike patrol presence on Main Street during Halloween activities.

LETTER TO UNION

Motion by Trustee Burkett and seconded by Deputy Mayor Kosmerl, Superintendent of Public Works Kilburn be authorized to compose a letter by Thursday, November 17, 2005 to the Union that expresses the Boards intent that the seasonal retirement incentive policy was not developed to replace full-time employees with part-time employees.

FACT SHEET – CLEANUP ACTIVITIES CONTINUING AT THE COFFEE & MORE SHOP SITE (FORMERLY THE E-Z SHOP)

Superintendent of Public Works Kilburn advised the Board that the VOA received notice from the New York State Department of Environmental Conservation that cleanup activities at the Coffee and More Shop (formerly the E-Z Shop) were continuing in response to a gasoline spill that occurred at the site in March, 2004. The Fact Sheet is available in the Village Clerk's Office for review.

PERMISSION TO ATTEND MUNICIPAL ELECTRIC UTILITIES ASSOCIATION (MEUA) ENGINEERING WORKSHOP

Superintendent of Public Works Kilburn requested permission be granted to send three (3) employees to the MEUA engineering workshop in Syracuse, NY on December 6 and 7, 2005. No CEU credits would be earned. Topics of for the 2-day workshop include:  bucket truck safety, digger derrick safety, stray voltage testing and distribution inspection, cable preparation for primary and secondary cable, techniques used for installation and removal of components, underground systems, latest technology used in underground line work.

Motion by Trustee Burkett and seconded by Deputy Mayor Kosmerl, permission be granted for Superintendent of Public Works and Ed Beck to attend the MEUA engineering workshop in Syracuse, NY on December 7th only.

PERMISSION TO USE TEEN CENTER

Motion by Deputy Mayor Kosmerl and seconded by Trustee Ely, permission be granted for YTO to use the Teen Center on December 3, 2005 from 4:00-7:00pm for a fund raiser and chicken barbecue for pupils reaching out.  The Board passed this motion with the stipulation that a cleaning crew is established and a thorough inspection for tidiness has been completed prior to the Town of Arcade Clerk’s arrival at work on Monday.

Morris, NY.  Topics include: ZBA and Planning Board Overviews, Municipal Comprehensive Plan, Local Regulations on Wind Energy Systems, Enforcement of Zoning and Other Local Laws, etc.

PILOT AGREEMENT - NORTHRIDGE HOMES

Trustee Ely asked if the VOA had received payment as agreed upon in the pilot agreement made between the VOA and Northridge Homes Housing Development Fund Company. Further discussion will take place on this topic at the December 6, 2005 regularly scheduled meeting.

SMALL CITIES LOAN PROGRAM

Trustee Ely reminded the Board that the VOA should promote and advertise the small cities loan program.  Currently, there is $156,567.29 available in the program.  Local business owners should be encouraged to participate for their business expansions needs.

CONGRATULATIONS TO RECENTLY ELECTED TOWN COUNCILMAN

Deputy Mayor Kosmerl congratulated Judy Rix on her recent election to Town Council.

SPECIAL MEETING SCHEDULED

A special meeting of the Board of Trustees is scheduled for December 6, 2005 starting at 6:00pm, followed by the regularly scheduled meeting at 7:00pm.  Electric department financial planning and budget will be discussed at the special meeting.
