The special meeting of the Village of Arcade Board of Trustees, Wyoming County, New York was held on Tuesday, May 30, 2006 at 7:00am there were:

PRESENT

Mayor Michael Doster, Deputy Mayor Richard Kosmerl, Trustee Paul Burkett, Trustee Hugh Ely, Trustee Dan Reisdorf, Superintendent of Public Works Larry Kilburn, and Clerk/Treasurer Pam Beiersdorf

William Sprague, Representatives from Tompkins Insurance Agency Jason Beachel, Frank Vitagliano, and Lee Ann Day

NOTICE

Pursuant to Article 7 of the Public Officers Law, notice of this meeting was given to the media on May 17, 2006 and the same posted on May 17, 2006.

ARCADE VALLEY ESTATES – WATER RATES

William Sprague expressed his concerns that municipalities, counties, and states raise their prices just because they can.  He understands that increased fuel costs could be a factor to increase water rates, but continued to comment that the 11% increase is quite exuberant and that possibly a 5% increase would be more in line. According to Mr. Sprague he looked back at his billings from 1993 and his rates are double what they are in the VOA. Whatever has happened since that time is unsure, however, Mr. Sprague noted that his billings have not decreased by 50%. Municipalities need to do more with less, he stated.  He asked the Board to consider lowering their proposed rate increase and consolidation.

TOMPKINS INSURANCE PROPOSAL

Representatives from Tompkins Insurance Agencies, Inc. presented the VOA quotation of commercial insurance renewal insurance program for fiscal year 2006-2007 to the Board.

AWARD BID – FREEDOM TAP SUBSTATION 115 KV STRUCTURES AND EQUIPMENT

Motion by Trustee Burkett and seconded by Deputy Mayor Kosmerl, Superintendent of Public Works Kilburn be granted permission to award the Freedom Tap Substation 115kV Structures and Equipment as recommended to Clark Substations, LLC in the amount of $263,260.00.

DELINQUENT WATER AND SEWER BILLS TO TAXES

Clerk/Treasurer Beiersdorf informed the Board that delinquent water and sewer bills with interest in the amount of $3,161.07 were added to the 2006 Village Tax Levy.

AUDIT BILLS

Motion by Deputy Mayor Kosmerl and seconded by Trustee Burkett, the Village bills be audited and paid and that the Clerk be granted permission to transfer funds from the money market accounts to the checking accounts to cover such bills.

LOCAL LAW – ZONING

Trustee Ely asked the Board their opinion and preference whether to make a district change or an allowed use in a Neighborhood Commercial (NC) district for the recent zoning change request. The Board unanimously agreed for a district change.  In addition, Trustee Ely plans to meet with Zoning Officer, Marv Zielonka, prior to the meeting scheduled for June 6, 2006.

Motion by Mayor Doster and seconded by Trustee Burkett to accept the Tompkins Insurance Agencies, Inc., renewal proposal as submitted.
