
The special meeting of the Board of Trustees of the Village of Arcade, Wyoming County, New York was held on Friday, May 27, 2005 at 7:00am there were:

Pursuant to Article 7 of the Public Officers Law, notice of this meeting was given to the media and the same posted on the 5th day of May 2005. Notice of this meeting was published on May 19, 2005.

Mayor Doster opened the meeting with the Pledge to Allegiance.
APPROVE MINUTES
Motion by Mayor Doster and seconded by Trustee Burkett, the minutes from the regular meeting held on May 17, 2005 be approved as presented. The motion was approved upon the following vote:

RESOLUTION – URBAN AND COMMUNITY FORESTRY GRANT
The following resolution was offered by Trustee Reisdorf and seconded by Trustee Burkett:
RESOLUTION
RESOLVED:
That Michael R. Doster, as Mayor of the Village of Arcade is hereby authorized and directed to file an application for 50% matching funds in an amount not to exceed $7658.00 for the Urban and Community Forestry Grant Program, and upon approval of said request to enter into and execute a project agreement with the New York State Department of Environmental Conservation for such financial assistance to this municipality for the 2004 Community Forestry Project.

ADOPT MEMORANDUM OF AGREEMENT – SECTION 41(j)
No motion was made to adopt the Memorandum of Agreement to offer Section 41(j) Application of Unused Sick Leave As Additional Service Credit of the New York State and Local Retirement System.
Motion by Trustee Burkett, seconded by Mayor Doster, and unanimously carried a letter be written to the Union indicating that the Board has no interest in pursuing Section 41(j) at this time.
APPROVE SUMMER RECREATION APPOINTMENTS
The Board requested a copy of the recommended summer recreation appointments for review prior to approval. This topic will be included on the June 7, 2005 meeting agenda.
BUDGET ADJUSTMENTS
Motion by Trustee Burkett, seconded by Mayor Doster, and unanimously carried the following budget adjustment be approved as presented by the Clerk.

AUDIT BILLS
Motion by Mayor Doster, seconded by Deputy Mayor Kosmerl, and unanimously carried the Village bills be audited and paid and that the Clerk be granted permission to transfer funds from the money market accounts to the checking accounts to cover such bills.
AWARD BID – CLEANING CONTRACT
Based on the information presented at the May 17, 2005 regular meeting, the Board directed Superintendent of Public Works Kilburn to contact Suburban Adult Services Inc. (SASI) for clarification of their submitted bid. A separate meeting has been scheduled with SASI to review the scope of work. However, until the cleaning contract bid has been awarded, the current cleaning contract with SASI will remain in effect.
AWARD BID – VILLAGE OF ARCADE LIABILITY INSURANCE CONTRACT
Motion by Mayor Doster, seconded by Deputy Mayor Kosmerl, the bid for Village of Arcade liability insurance contract be awarded to Tompkins Insurance Agencies Inc. in the amount of $121,681.00 upon recommendation of Superintendent of Public Works Kilburn. The motion was approved upon the following vote:

Motion by Mayor Doster, seconded by Trustee Ely, and unanimously carried the Village will make quarterly payments to Tompkins Insurance Agencies, Inc. for contracted services.
Mr. Grove Ellwood confirmed that continued coverage exists for losses that may have previously occurred but were not reported prior to the effective date of the newly awarded contract.
Trustee Kosmerl recommended that the difference between the budgeted amount of insurance coverage costs and the actual costs be deposited into a designated bank account for deductible payments.
STATE FUNDING AVAILABLE
Superintendent of Public Works Kilburn informed the Board of State funding available for various projects. A brainstorming session took place to identify local projects that could utilize said State funding.
VILLAGE PARK TREES
Motion by Trustee Reisdorf, seconded by Mayor Doster, and unanimously carried the Village rescind the previously authorized approval for Domes Tree Farm to trim the 19 pine trees along the Village Park based on the consensus of the Village Board that currently the trees do not contribute to any road, electric line, or structure hazards.
