
At a special meeting of the Board of Trustees of the Village of Arcade, Wyoming County, New York held on Tuesday, March 29, 2005 at 6:00pm there were:
PRESENT
Mayor Michael Doster, Deputy Mayor Hugh Ely, Trustee Paul Burkett, Trustee Richard Kosmerl (6:55pm), Trustee Daniel Reisdorf, Superintendent Larry Kilburn, Clerk/Treasurer Joanne Offers
ALSO PRESENT
Deputy Village Clerk Temporary Pam Beiersdorf, Justice Sheri Bell-Beyer (until 6:10pm), Police Chief John Laird, Al Noble, Johnathan VanCuran (Student), Hollie Pringle (Student), and Max Payne (7:00pm)
NOTICE
Pursuant to Article 7 of the Public Officers Law, notice of this meeting was given to the media on February 17, 2005 and published on March 17, 2005, and the same posted on the 17th day of March, 2005.
PLEDGE TO ALLEGIANCE
Mayor Michael Doster opened the meeting with the Pledge to Allegiance.
BUDGET REVIEW
The Board reviewed and approved the amended tentative General, Electric, Water, and Sewer budgets for 20052006 that will be presented at the Public Hearing set for April 5, 2005.
The tentative tax rate has been set at $12.75 per thousand of assessed valuation. This represents a (3.3515%) increase over last year.
The Electric budget includes an approximate 5% increase
The Sewer budget includes an approximate 4.78% increase.
ELECTRONIC FILING OF JUSTICE COURT REPORTS
Effective with the May 31st report, the Justices will submit their monthly reports to the State Comptroller electronically and simultaneously provide the Village Chief Financial Officer (CFO) a check for the amount of money collected by the court. The State will audit the report and send a bill to the CFO for the portion of the fines and surcharges due the State/County. Electronic filing allows the Village to keep money due instead of waiting for a quarterly distribution of funds from the State.
PRIVATE WELLS
The Board agreed that a general notice be communicated to Village residents regarding the requirements to have a private well in the Village.
VILLAGE PARK BASKETBALL COURT
A village resident asked the Board to inspect the condition of the basketball court playing surface at the Park. The resident believes that the surface needs repair and is a potential danger.
EXECUTIVE SESSION
Motion by Mayor Doster, seconded by Trustee Kosmerl, and unanimously carried the Board enter executive session to discuss salaries.
Motion by Trustee Burkett, seconded by Mayor Doster, and unanimously carried the Board exit executive session.
SALARIED EMPLOYEES - RAISES
Motion by Mayor Doster and seconded by Trustee Kosmerl the following raises be granted to salaried employees for 2005-2006:
Superintendent Larry Kilburn $639.00
Clerk/Treasurer Joanne Offers $1500.00
Deputy/Clerk Treasurer Janet Payne $1125.00
Police Chief John Laird $1622.00
