
The special meeting of the Village of Arcade Board of Trustees, Wyoming County, New York was held on Tuesday, March 28, 2006 at 5:00pm there were:

Mayor Mike Doster, Deputy Mayor Richard Kosmerl, Trustee Paul Burkett, Trustee Hugh Ely, Trustee Dan Reisdorf, Police Chief John Laird, Superintendent of Public Works Larry Kilburn, and Clerk/Treasurer Pam Beiersdorf
ALSO PRESENT
Margaret Morgan, Danny Laird, Brian Lane, Stan Puffer (at 7:00pm)
NOTICE
Pursuant to Article 7 of the Public Officers Law, notice of this meeting was given to the media and posted on the 27th day of February 2006 and published on the 2nd day of March 2006. A change of meeting notice was given to the media and posted on the 8th day of March and published on the 16th day of March 2006. Another change of meeting notice was posted on the 24th day of March 2006.
PLEDGE TO ALLEGIANCE
Mayor Doster opened the meeting with the Pledge to Allegiance.
JUSTICE REQUEST
At the March 22, 2006 meeting, a motion was passed to grant permission for Clerk of the Court Moore to attend the Court Clerk Program held on Saturday, May 6, 2006 from 9:00am to 5:00pm at Jamestown Community College, Olean, NY, and make arrangements to take an alternate day off during the week of May 1st through May 5th as agreed upon by Justice Bell-Beyer, Justice Rix, and Police Chief Laird.
Subsequently, Justice Bell-Beyer requested that Clerk of the Court Moore receive 5 hours of comp. time for the week of May 1, 2006, due to the needs of the court and police department.
After discussion by the Board, the motion from March 22, 2006 stands.
CLERK OF THE COURT EMPLOYEE POLICY
Trustee Burkett prepared a draft with his proposed changed incorporated. The Board reviewed the suggested changes, provided comments, and have asked that another draft be prepared to incorporate their comments prior to the next meeting.
DRAFT ZONING LAW REVISION
Trustee Ely questioned the status of the draft zoning law revision that consolidates and clarifies the Village of Arcade (VOA) and Town of Arcade's zoning laws.
WASTE MANAGEMENT SOLID WASTE COLLECTION CONTRACT
Discussions took place regarding the current Waste Management solid waste collection contract and the VOAs ability to renegotiate the terms for an extension.
NORTHRIDGE HOMES PILOT AGREEMENT
Various correspondence with Northridge Homes representatives has taken place regarding the receipt of payment in accordance with the Pilot Agreement. Mayor Doster requested advisement by Friday, April 7, 2006 as to whether or not payment has been received.
BUDGET WORK SESSION
The Board reviewed and discussed the proposed General fund 2006-07 budget in great detail. Water, Sewer, Electric funds 2006-07 budgets were also discussed.
PIONEER PHONE ANSWERING CONTRACT
Motion by Mayor Doster and seconded by Deputy Mayor Kosmerl, the requested increase of $1,300.00/year from Pioneer Phone Answering be approved.

TENTATIVE BUDGET APPROVED
Motion by Deputy Mayor Kosmerl and seconded by Mayor Doster, the tentative Water, Sewer, Electric, and General funds 2006-07 budgets be accepted as submitted with amendments from this meeting.

PUBLIC HEARING DATE SET
Motion by Deputy Mayor Kosmerl and seconded by Trustee Burkett, a Public Hearing be held on Tuesday, April 4, 2006 at 7:00pm in the Village Board Room, 17 Church Street, Arcade, NY, at which time the Village Board of Trustees will hear comments from citizens regarding the Village of Arcade tentative budget for the fiscal year beginning June 1, 2006, or any other business brought before the Board.
