At a special meeting of the Board of Trustees of the Village of Arcade, Wyoming County, New York held on Tuesday, March 23, 2004 at 6:00 P.M. there were:

Mayor Michael Doster, Deputy Mayor Hugh Ely, Trustee Ginger Comstock, Trustee Richard Kosmerl, Trustee Daniel Reisdorf, Superintendent Larry Kilburn
ALSO PRESENT
6:00 P.M. 3 Pioneer Students, 7:00 P.M. Police Chief John Laird, Brian Lane, Al Noble, Todd Wittmeyer, Sgt. Anthony Biscaro, Dan Laird, Lois Matuszak, Mike McElheney
NOTICE
Pursuant to Article 7 of the Public Officers Law, amended notice of this meeting was given to the media on March 18, 2004, published on February 26, 2004 and posted on the 18th day of March, 2004.
BUDGET WORK SESSION
The board reviewed the budget for any changes before approval of the tentative budgets.
PLEDGE TO ALLEGIANCE
Mayor Michael Doster opened the meeting with the Pledge to Allegiance.
SET DATE FOR PUBLIC HEARING ON BUDGET
Motion by Trustee Reisdorf, seconded by Trustee Comstock and unanimously carried a public hearing on the 2004-2005 tentative budget be scheduled for Tuesday, April 6, 2004.
TENTATIVE BUDGET
Motion made by Mayor Doster and seconded by Trustee Comstock the board approve the tentative General Budget that will be presented at the Public Hearing set for April 6, 2004. The tentative tax rate has been set at $12.3387 per thousand of assessed valuation. This represents a (9.3378%) increase over last year. The motion was approved upon the following vote:

Motion made by Mayor Doster and seconded by Trustee Comstock the board approve the Electric, Water and Sewer Budgets as proposed and present the same at the Public Hearing set for April 6, 2004. The Electric budget includes a 2.5% increase. The motion was approved upon the following vote:

Mayor Doster thanked Ginger for her community service and time served on the board and conveyed his congratulations to Hugh on his recent election.
EXECUTIVE SESSION
Motion by Mayor Doster, seconded by Trustee Kosmerl and unanimously carried the board enter executive session to discuss contract negotiations.
Motion by Trustee Kosmerl, seconded by Mayor Doster and unanimously carried the board exit executive session.
ADJOURN
There being no further business to come before the board, the meeting adjourned at 8:20 p.m. upon motion by Trustee Kosmerl and seconded by Mayor Doster.
