TRAINING BUDGETS
Unanimously the Board agreed with Police Chief Laird's request to transfer money from his training budget to the Justice training budget to cover expenses of upcoming training for Clerk of the Court Moore.
PERMISSION TO ATTEND IDENTIFY THIEF TRAINING
Motion by Deputy Mayor Kosmerl and seconded by Trustee Burkett, up to three (3) Police Department employees be granted permission to attend the Identify Crime Investigation and Response training on May 24 and May 25, 2006 from 8:30am to 4:30pm in Batavia, NY. Training will include recognition of identify crime, methods of stealing identification and credit/debit information, common identify thief schemes, how to investigate bank fraud, and search and seizure of computer evidence.
PERMISSION TO ATTEND SOUTHERN TIER WEST LOCAL GOVERNMENT CONFERENCE
Motion by Mayor Doster and seconded by Trustee Reisdorf, the Mayor, Board of Trustees, Superintendent of Public Works Kilburn, Clerk/Treasurer Beiersdorf, Deputy Clerk/Treasurer Payne, Justices, Clerk of the Court Moore, Planning Board Members, Zoning Board Members and Code Enforcement Officer Zielonka be granted permission to attend the 13th Annual Southern Tier West Local Government Conference on May 18, 2006 from 9:00am to 4:00pm at Houghton College, Houghton, NY. Topics include: Power and Duties of Records Management Officers, Annual Audit by the Board, Highway Bid Specs Procedures, Planning Board Powers and Duties, Court Clerk Programs, Justice Programs, Powers and Duties for Village Clerks, How to Work with Zoning Applicants and Ease the Process, Cyber Security Awareness, the SEQRA Process, and Regional Leadership Academy – Grant Searching.

PERMISSION TO ATTEND 2006 CONTINUING JUDICIAL EDUCATION PROGRAM
Motion by Trustee Reisdorf and seconded by Mayor Doster, Clerk of the Court Moore be granted permission to attend the Court Clerk Program held on Saturday, May 6, 2006 from 9:00am to 5:00pm at Jamestown Community College, Olean, NY, however, must arrange to take an alternate day off during the week of May 1st through May 5th as agreed upon by Justice Bell-Beyer, Justice Rix, and Police Chief Laird. Mileage and a meal shall be reimbursed. Topics include Order of Protection, Vehicle and Traffic Law Common Problems, Criminal Disposition Reporting, What Every Justice Court Clerk Needs to Know, Civil and Criminal Appeals, and Resentencing Defendants.

PERMISSION TO ATTEND JUSTICE COURT FINANCES: WHO'S ACCOUNTABLE FOR WHAT TELECONFERENCE
Motion by Deputy Mayor Kosmerl and seconded by Mayor Doster, the Mayor, Board of Trustees, Justices, and Clerk of the Court Moore be granted permission to attend a live, interactive satellite teleconference on Tuesday, April 11, 2006 from 6:15pm to 8:45pm at the Wyoming County CCE, Warsaw, NY. Clerk of the Court Moore shall be compensated with time off in a future work week at the discretion of the Justices and Police Chief Laird. Mileage shall be reimbursed. Discussions will include: Bail, credit card payments, audits, personal liability, and accountability.

Motion by Mayor Doster and seconded by Trustee Burkett, the Mayor, Board of Trustees, Superintendent of Public Works Kilburn, Clerk/Treasurer Beiersdorf, and department heads be granted permission to attend the Managing the New Workforce – How to Relate to your Twenty-Something Workers on Wednesday, April 5, 2006 from 7:00am to 10:00am at the Byrncliff Resort and Conference Center, Varysburg, NY. This seminar will help supervisors learn what makes the under-thirty generation workers tick and how to develop them into becoming strong, valuable team members.

COMP TIME
Trustee Burkett initiated discussion to revisit the Clerk of the Court Employee Policy in regards to the maximum allowable accrued compensatory time. The existing policy allows the Clerk of the Court to accrue more hours than the hourly employees which equates to a larger dollar liability. Trustee Burkett plans to revise the policy to reflect a more financially sound policy that limits the time and liability that may be accrued and aligns it with the existing hourly union contract.
ZONING DEFINITION CHANGES
Trustee Ely plans to meet with Deputy Mayor Kosmerl, Code Enforcement Officer Zielonka, and Mr. David Wolfe regarding the proposed zoning definition changes. A clear definition of manufacturing needs to be determined.
STATUS – 84 WEST STREET VIOLATION
Nothing new on this item to report.
DOMESTIC CAT ISSUES
Trustee Ely raised the issue of domestic cat problems and plans to contact the Village of Franklinville to benchmark with their officials on ways to reduce the problem since they are experiencing a similar issue.
WYOMING COUNTY INDUSTRIAL AGENCY PUBLIC HEARING
Mayor Doster read a notice of Public Hearing to be held by the Wyoming County Industrial Development Agency on April 19, 2006 at 3:00pm at the Village Office , 17 Church Street regarding the construction and equipping of a 11,250 sq. ft. expansion of the Koike Aronson, Inc. manufacturing facility.
BUDGET ADJUSTMENTS
Due to preparation of the 2006-07 proposed budgets, no budget adjustments were presented by the Clerk.
AUDIT BILLS
Motion by Mayor Doster and seconded by Deputy Mayor Kosmerl, the Village bills be audited and paid and that the Clerk be granted permission to transfer funds from the money market accounts to the checking accounts to cover such bills.

BUDGET WORK SESSION
The Board reviewed and discussed the proposed Water, Sewer, Electric, and General funds 2006-07 budget. Further discussions will take place at the March 28, 2006 special meeting.
EXECUTIVE SESSION
Motion by Mayor Doster, seconded by Deputy Mayor Kosmerl, and unanimously carried the Board enter into executive session at 9:20pm to discuss salaries.
Motion by Mayor Doster, seconded by Trustee Burkett, and unanimously carried the Board exit executive session at 10:10pm.
