The special meeting of the Village of Arcade Board of Trustees, Wyoming County, New York was held on Tuesday, March 14, 2006 at 6:00pm there were:

NOTICE
Pursuant to Article 7 of the Public Officers Law, notice of this meeting was given to the media on the 27th day of February 2006, published on the 2nd day of March 2006 and the same posted on the 27th day of February 2006. On the 8th day of March 2006 a change of meeting notice was posted on the Village Bulletin Board at 17 Church Street and at three other public locations.

Mayor Doster opened the meeting with the Pledge to Allegiance.
2006-07 BUDGET REVIEW – POLICE
Police Chief Laird presented his proposed 2006-07 police expenses to the Board for review and discussion.
INCODE PRESENTATION
Steve Evert, Incode Territory Sales Manager, provided a company and product overview and brief presentation of the features and functionality of Incode software.
PERMISSION TO ATTEND 2006 SPRING WNY WATER WORKS CONFERENCE
Motion by Mayor Doster and seconded by Trustee Burkett, two Water Department employees be granted permission to attend the 2006 Spring Western New York Water Works Conference on Wednesday, March 29, 2006 from 8:30am to 3:30pm at the Holiday Inn, Lockport, NY. Topics include: ground water contamination, sequential batch reactor, work zone safety piping emergencies, and pressure reducing valve application and maintenance.

Motion by Mayor Doster and seconded by Trustee Burkett, the Water Department employees be granted permission to attend the Wyoming County Public Health Water Operator Training on Wednesday, March 22, 2006 from 8:00am to 4:30pm at Byrncliff Resort and Conference Center in Varysburg, NY. Topics include: incident command system for water systems and hydrant and valve maintenance.

TECHNICAL SERVICES AGREEMENT FOR INTERCONNECTION STUDY
Motion by Deputy Mayor Kosmerl and seconded by Trustee Reisdorf, Mayor Doster be granted permission to sign the technical services agreement for interconnection study between the New York Independent Systems Operator, Inc. (NYISO) and the Village of Arcade. NYISO is responsible for performing interconnection studies in connection with requests made by Nobel Environmental Power.

The following resolution was offered by Trustee Reisdorf and seconded by Mayor Doster:
RESOLUTION
WHEREAS, the next Village Election is to be held Tuesday, March 21, 2006, in the Village Board Room from 12:00 Noon to 9:00pm.
NOW, THEREFORE, BE IT RESOLVED that the respective offices, parties, and candidates for the next Village Election are as follows:
Two (2) Trustees - 2 Year Term each

FIRE DEPARTMENT BY-LAWS UPDATE
In accordance with the Constitution and By-Laws of the Arcade Fire Department Inc., no alternation or amendment to the Constitution and By-Laws, shall become effective until approved by the Village Board of Trustees.
The following updates to the Constitution and By-Laws of the Arcade Fire Department Inc., were presented by the Clerk:
Article II, Organization, Section 2
"The membership of the Arcade Fire Department Inc. shall contain no more than 100 persons of whom not more than 20 shall be exempt from firematic duties. Any member after receiving 25 years of service may choose to be exempt from all duties, but shall retain full voting privileges and will continue to accumulate years of service. Any member wishing to be classified as an exempt must submit a written request to the Arcade Fire Department."
Article XV, Membership, Section 10
"The total number of members designated as exempt shall not exceed 20."
Motion by Trustee Burkett and seconded by Mayor Doster, the updates to the Constitution and By-Laws of the Arcade Fire Department Inc. be approved as presented by the Clerk.

Motion by Mayor Doster and seconded by Deputy Mayor Kosmerl, the Mayor, Board of Trustees, and Police Chief Laird be granted permission to attend the New York Municipal Insurance Reciprocal (NYMIR) and New York State Conference of Mayors (NYCOM) Risk Management Seminar on Thursday, April 13, 2006 from 8:00am to 12:30pm at the Genesee County Fire Training Academy, Batavia, NY. The seminar is recommended for police officers, municipal officials who have an interest in preventing law enforcement legal liability and related employment-based harassment and discrimination claims.

BUDGET WORK SESSION
The Board reviewed and discussed the proposed Water fund 2006-07 budget. Further discussions will take place at the March 22, 2006 regular scheduled meeting.
