EXECUTIVE SESSION

Motion by Mayor Doster, seconded by Trustee Burkett, and unanimously carried the Board enter into executive session to discuss a potential litigation issue at 7:05pm.

Motion by Mayor Doster, seconded by Deputy Mayor Kosmerl, and unanimously carried the Board exit executive session at 8:55pm.

NORTHRIDGE HOMES PILOT AGREEMENT

Motion by Mayor Doster and seconded by Trustee Burkett, in regards to the 2005-2006 payment in lieu of taxes agreement (PILOT), the Board agrees to accept an amended agreement amount of $5,100.74, which is the original payment amount of $10,500.00 less $2,119.04 paid to the Town of Arcade/County of Wyoming and $3,285.70 paid to Pioneer Central School District.

Cindy Wheeler and Pat Pierce attended the meeting and provided the Board with an overview of the recreation program.  Registration details will appear in a future edition of the Arcade Herald and the Pennysaver.

NOBLE ENVIRONMENTAL – UPDATED

Glenn Sampson, Representative from Noble Environmental Power, provided the Board with an update of the wind farm projects.  The projects are moving forward.  All land acquisitions are complete for the 2006 Bliss project and the 2007 phase Bliss project.  The Draft Environmental Impact Statement (DEIS) process is underway and open for public comment. A copy of the DEIS can be obtained from the Town of Eagle Clerk's Office.  Field evaluations are expected to be complete by the end of July 2006.  Mr. Sampson commented that the project would be ready to commence construction in August 2006.

PERMISSION TO PURCHASE NEW PATROL CAR

Chief Laird asked permission to purchase a new patrol car, a budgeted item.  The Board tabled this requested until the next meeting scheduled for June 20, 2006.  In addition, the Board asked Chief Laird and Clerk/Treasurer Beiersdorf to determine the impact the purchase would have on cash flow.

RECOGNIZE ELECTRIC DEPARTMENT EMPLOYEES

Superintendent of Public Works Kilburn presented Electric Department Project Coordinator, Don King and Electric Department Foreman, Steve Pinter with the American Public Power Association Electric Utility 2005 Safety Award for safe operating practices and zero accidents. The VOA has 15,000 to 29,999 worker-hours of exposure with an incident rate of zero and 19,900 worker hours.  Congratulations to the entire Electric Department!

PERMISSION TO ADVERTISE ELECTRIC DEPARTMENT TRAINEE

Motion by Mayor Doster and seconded by Trustee Ely, Superintendent of Public Works Kilburn be granted permission to advertise for an Electric Department Trainee in the event that Scott Jackson declines the Lineman B position.  The position would be posted internally for a period of five (5) working days per Union contract.  If the position is not filled internally, Superintendent of Public Works Kilburn shall be granted permission to advertise outside the existing workforce.

PERMISSION TO PROMOTE PARKS & STREETS WORKING FOREMAN

As recommended by Superintendent of Public Works Kilburn, a motion was made by Deputy Mayor Kosmerl and seconded by Mayor Doster to promote Danny Laird as Parks & Streets Working Foreman effective July 8, 2006 at a salary of $21.65.  The effective date is based on the retirement of the current Working Foreman.

Trustee Reisdorf asked Superintendent of Public Works Kilburn to verify whether or not the union contract stated a probation period for promotions.

VILLAGE PARK HOCKEY RINK

Superintendent of Public Works Kilburn reported to the Board that the rink was in rough shape and desperate need of repair.  Trustee Reisdorf inquired about the safety of the rink. Trustee Ely questioned whether or not grant money was available for such repairs. Superintendent of Public Works Kilburn was directed to obtain a quote to replace the existing rink. Mayor Doster commented that possibly the VOA could solicit funding from other organizations to assist with the repair costs.

VILLAGE PARK SPRAY FOUNTAIN

Superintendent of Public Works Kilburn advised the Board the he tested running the water from the main water supply directly to the spray fountain .  Surprisingly the 1 inch service provided water coverage the entire radius of the area. With the recent water rate increase, the Board was concerned about wasting unnecessary water. Superintendent of Public Works Kilburn will pursue an automatic timer and absol
