PERMISSION TO ATTEND HILBERT COLLEGE CONTINUING EDUCATION PROGRAM
Per request of the Board on June 7, 2005, Justice Bell-Beyer reviewed the Justice budget and determined there were not sufficient funds to support the request for Clerk of the Court Moore to attend Hilbert College continuing education program.
CRIMINAL DISPOSITION REPORTS
Justice Bell-Beyer and Clerk of the Court Moore provided the Board with a status of the criminal disposition report filing. The Board requested an update (via email) of the projects progress in 34 weeks.
PERMISSION TO ATTEND NYS ASSOCIATION OF COURT CLERKS ANNUAL
CONFERENCE 2005
Permission for Clerk of the Court Moore to attend the NYS Association of Court Clerks Annual Conference 2005 September 25-28, 2005 in Niagara Falls, NY was declined until further information was provided to the Board. The Board requested Justice Bell-Beyer to collaborate with other department heads to determine if said request could be funded within the means of the existing budget.
RESOLUTION – AMENDED 04/05 SNOW AND ICE SEASON AGREEMENT
The following resolution was offered by Trustee Burkett and seconded by Deputy Mayor Kosmerl.
RESOLUTION
That, Michael R. Doster, as Mayor of the Village of Arcade, Arcade, New York, is hereby authorized and directed to enter into the 04/05 Snow and Ice Season Contract Amendment B that accounts for fuel adjustment and contract overage.

RESOLUTION – PARK (NORTH ST.) GRANT
The following resolution was offered by Mayor Doster, however failed due to lack of a second.
RESOLUTION
That, Michael R. Doster, as Mayor of the Village of Arcade, Arcade, New York is hereby authorized and directed to file an application for funds from the New York State Office of Parks, Recreation, and Historic Preservation in accordance with the provisions of Title 9 of the Environmental Protection Act of 1993 or the Federal Land and Water Conservation Fund Act of 1965, in an amount not to exceed $44,000.00. Upon approval of said request to enter into and execute a project agreement with the State for such financial assistance to this Village of Arcade for the conversion of unutilized land into a municipal park that will provide recreational opportunities and provide a destination for walkers and bicyclists, will enhance the developing pedestrian trail system through the Downtown area, and will provide safe pedestrian access to Downtown for the future residents of nearby housing developments and, if appropriate, a conservation easement/preservation convenant to the deed of the assisted property.
RESOLUTION – SPECIAL EVENT PERMIT
The following resolution was offered by Mayor Doster and seconded by Trustee Ely.
RESOLUTION
That, Michael R. Doster, as Mayor of the Village of Arcade, Arcade, New York is hereby authorized and directed to sign an application for a special events temporary beer and wine off the premises permit authorizing The Gray Fox Pub, Inc., 246 Main Street, Arcade, New York to setup one (1) bar or stand serving alcoholic beverages restricted to the Village municipal parking lot for the Fabulous 50's Festival 2005 on Saturday, July 30, 2005 from 2:00pm to 12:00am (midnight).
Said restricted area shall be secured with a temporary barrier and the entrance/exit shall be manned to ensure consumption of alcoholic beverages is limited to this area.
In addition, the Board shall will receive a Certificate of Insurance and a copy of the final special events temporary beer and wine permit.

PERMISSION TO PURCHASE LAND
The Board received a letter from Park Street resident, Kim Offers to purchase two parcels of land contiguous to his existing property. At the June 7, 2005 meeting, the Board requested time to pursue this matter. After further discussion, the Board requested Superintendent of Public Works Kilburn to obtain additional information regarding the parcels and report to the Board his findings prior to their finalizing this request.
AMENDMENT TO EMERGENCY DISASTER PLAN
Motion by Deputy Mayor Kosmerl, seconded by Trustee Reisdorf, and unanimously carried the Emergency Disaster Plan Appendix G be updated as follows:

BUDGET ADJUSTMENTS
Motion by Deputy Mayor Kosmerl, seconded by Mayor Doster, and unanimously carried the following budget adjustments be approved as presented by the Clerk. In addition, the Board requested additional information on three accounts.

AUDIT BILLS
Motion by Mayor Doster, seconded by Deputy Mayor Kosmerl, and unanimously carried the Village bills be audited and paid and that the Clerk be granted permission to transfer funds from the money market accounts to the checking accounts to cover such bills.
AWARD BID – CLEANING CONTRACT
Motion by Trustee Burkett and seconded by Trustee Reisdorf the bid for the Cleaning Contract be awarded to Suburban Adult Services Inc. (SASI), Chaffee, NY in the following amounts upon recommendation of Superintendent of Public Works Kilburn:
To 12/31/05 $1140.75/month
After 12/31/05 to 05/31/06 $1275.03/month

AWARD BID – DUMP TRUCK
Motion by Deputy Mayor Kosmerl and seconded by Trustee Burkett the bid for the dump truck be awarded to Buffalo Truck Center, Buffalo, New York in the amount of $59,691.00 upon recommendation of Superintendent of Public Works Kilburn .

LINEMAN B POSITION
Resident and current Village employee, Jace Drennan provided the Board with a copy of his resume and announced his desire to be considered for this position.
VILLAGE MOWING CONCERNS
Trustee Burkett notified the Board that areas around the Village need increased attention in regards to mowing. Superintendent of Public Works Kilburn advised the Board that he plans to meet with his staff to address this issue.
VILLAGE EMPLOYEE COMPLIMENTED
Trustee Ely thanked Jace Drennan for going above and beyond his job duties when he was witnessed returning a container used to collect yard waste to an elderly widower's porch. Congratulations, Jace!
MUNICIPAL BUILDING CONCERNS
Mayor Doster advised the Board that recent concerns/happenings at the Municipal Building were addressed and handled.
VILLAGE PARK BASKETBALL COURT MAINTENANCE
Village resident, Bill Connelly, commended the Board for their plans to resurface the Village Park basketball court. He commented that numerous kids use the court daily and two leagues are scheduled to use the court throughout the summer.
AMENDMENT – SUMMER RECREATION APPOINTMENTS
Motion by Deputy Mayor Kosmerl, seconded by Mayor Doster, and unanimously carried upon amended recommendation by the Arcade Recreation Commission the following people be hired for the 2005 Summer Recreation Program:
