At a regular annual meeting of the Board of Trustees of the Village of Arcade, Wyoming County, New York held on Tuesday, July 6, 2004, at 7:00 P.M. there were:

NOTICE
Pursuant to Article 7 of the Public Officers Law, notice of this meeting was given to the media on the 18th of June 2004 and the same posted on the 18th day of June 2004.
PLEDGE TO ALLEGIANCE
Mayor Doster opened the meeting with the Pledge to Allegiance.
APPROVE MINUTES
Motion by Trustee Kosmerl, seconded by Trustee Burkett and unanimously carried the minutes from a regular board meeting held on June 15, 2004 be approved with 2 corrections (change address for Trustee Reisdorf from 26 to 27 Haskell Avenue and correct the spelling of Rich Kosmerl’s name.
BID OPENING – FLEET MAINTENANCE
This meeting having been duly advertised for the receival of bids for Fleet Maintenance the above mentioned people were in attendance. The following bids were received:

Motion by Trustee Kosmerl, seconded by Trustee Reisdorf and unanimously carried the bids be turned over to the Superintendent of Public Works for his review and recommendation.
BID OPENING – STREET SWEEPER
This meeting having been duly advertised for the receival of bids for a Street Sweeper the above mentioned people were in attendance. The following bids were received:

Motion by Trustee Burkett, seconded by Mayor Doster and unanimously carried the bid be awarded to J&J Equipment of Brewerton, New York in the amount of $65,000.
HASKELL AVENUE DRAINAGE
Superintendent Kilburn had reviewed the old records and found that Haskell Avenue and Deacon Drive were originally designed with a 2’ deep swale along both sides of the street. The water was intended to go into the ditches, however, over the years it appears that sand and dirt have built up the tree lawn and the swales are gone. The thought is to grade down the tree lawns to the original design. The village will also look at the south end of Haskell and try to redirect the water to Liberty Street or into a dry well. A dry well will also be installed at the corner of Deacon Drive and Haskell Avenue. The Village will also get core samplings of the road to see how deep the blacktop is to determine how much can be milled off. There was much discussion between the residents and the board regarding problem areas, driveways and sidewalks.
PERMISSION FOR SLEEPOVER IN PARK
The Christian Youth Corp. has volunteered their time to do various maintenance work in the Village Park (new shingles on shelters, paint shelters, stain the Cabin, etc) on July 17th and 18th and requested permission for a sleepover on July 17th. Motion by Trustee Burkett, seconded by Mayor Doster and unanimously carried permission be granted to the Christina Youth Corp for a sleepover in the park on July 17th.
207C WORKSHOP
Motion by Trustee Burkett, seconded by Mayor Doster and unanimously carried permission be granted to Chief Laird and Deputy Clerk Janet Payne to attend a 207C Workshop by NYCOM in Akron, New York on August 16, 2004.
EXECUTIVE SESSION
Motion by Mayor Doster, seconded by Trustee Burkett and unanimously carried the board enter executive session to discuss salaried employee raise.
Motion by Mayor Doster, seconded by Trustee Kosmerl and unanimously carried the board exit executive session.
SALARY INCREASE
Motion by Trustee Burkett, seconded by Deputy Mayor Ely and unanimously carried the increase as of June 1, 2004 for Chief John Laird be set at $1,331.20 per NYS law.
BUDGET ADJUSTMENTS
Motion by Trustee Kosmerl seconded by Mayor Doster and unanimously carried the following budget adjustment be approved as presented by the Clerk:

AUDIT BILLS
Motion by Mayor Doster, seconded by Trustee Kosmerl and unanimously carried the Village bills be audited and paid and that the clerk be granted permission to transfer funds from the money market accounts to the checking accounts to cover such bills.
FABULOUS 50’S
Chief Laird informed the board that the cars with have a processional to Church Street that will slow traffic on Main Street for a period of time. Church Street will be shut down after the cars are in place and will remain closed during the car show. Church Street will also be closed different time on Saturday for various events. The municipal parking lot will be closed on Thursday night, except for the bank drive through window for the weekend. The teachers lot will be open for parking on Friday.
PART-TIME POLICE OFFICER
Motion by Mayor Doster, seconded by Deputy Mayor Ely and unanimously carried Hans Heineman be hired as a part-time police officer effective July 12, 2004.
RESOLUTION – WEST VALLEY CITIZENS TASK FORCE
The following resolution was offered by Mayor Doster and seconded by Deputy Mayor Ely:
RESOLUTION TO SUPPORT IN ITS ENTIRETY THE WEST VALLEY
CITIZEN TASK FORCE RESOLUTION 1-2004
WHEREAS, the Village Board of the Village of Arcade is in support of the West Valley Demonstration Project Citizen Task Force and their goal to protect health, safety and economics of the residents of Western New York, and;
WHEREAS, the Citizens Task Force Resolution is copied as follows:
WHEREAS, The West Valley Citizens Task Force was charged to develop recommendations to New York State Energy, Research and Develop Authority and United States Department of Energy regarding the 1996 West Valley Demonstration Project Draft environmental Impact Statement, and;
WHEREAS, The West Valley Citizen Task Force has held over 100 meetings since January 1997 to develop these recommendations, and;
WHEREAS, The West Valley Citizen Task Force issued its report the following year, stating it finds the site unsuitable for permanent disposal of radioactive waste,
NOW, THEREFORE, Be It Resolved; That the West Valley Citizen Task Force’s end state vision for the West Valley Demonstration Project is one of unrestricted release, and;
Be It Further Resolved; that the West Valley Citizen Task Force prefers that all waste be safely stored above ground until such time as it can be permanently disposed, and;
Be It Further Resolved; that the West Valley Citizen Task Force requests all local, state, federal, and Seneca Nation governing bodies support this resolution in its entirety.

NOW, THEREFORE, The Village Board of the Village of Arcade on July 6, 2004 at a regular meeting by roll call vote does hereby support the above action of the West Valley Demonstration Project Citizen Task Force and further resolves to support West Valley Citizen Task Force Resolution 1-2004 in its entirety.
