Pursuant to Article 7 of the Public Officers Law, notice of this meeting was given to the media on the 18th day of November, 2004 and the same posted on the 18th day of November, 2004.
PLEDGE TO ALLEGIANCE
Mayor Doster opened the meeting with the Pledge to Allegiance.
ZONING OFFICER – GRADL MATTER
Zoning Officer Marvin Zielonka was present to express the importance of the attendance of Attorney Anthony DiFilippo at the Zoning Board of Appeals public hearing on a use variance request by Gary and Cindy Gradl scheduled for December 20, 2004. He felt it was important to make sure that the specific criteria for a use variance be met. Motion was made by Mayor Doster, seconded by Trustee Kosmerl and unanimously carried to request Mr. DiFilippo’s attendance at the ZBA public hearing on December 20, 2004.
UPDATE – STRATEGIC PLAN FOR DOWNTOWN
Jason Haremza from the Genesee Finger Lakes Regional Planning Council was present to update the board on the progress of the Strategic Plan for Downtown. The plan will assess the current physical conditions of Main Street, identify key areas for improvement, and list achievable action items to make improvements happen. These actions will range from short term and inexpensive to longer term ones that require more resources. The document will serve as a tool to leverage future grant monies and will become an addition to the 1996 Village Comprehensive Plan, specifically detailing an area that the Comprehensive Plan addressed in broad general terms. The Strategic Plan’s focus will be on buildings, streets, sidewalks, parking, trails, waterways, signage, landscaping and lighting – the physical attributes of Main Street. The quality of these attributes, and how they connect with each other, can serve to improve the vitality and walkability of Main Street. Since Main Street is often what visitors to a community see and remember, an attractive and vibrant downtown benefit the greater community as a whole. The funding for the Plan came from a grant from the Governor’s Office of Small Cities that the Village applied for. The 2004 part of the project has been doing information, idea and data gathering. In 2005 will be preparing the action items and recommendations and the production of the report. There has been collaboration from many levels from Wyoming County on this project. He also passed out a report on some preliminary observations that were done during a Walkable Community Workshop.
APPROVE MINUTES
Motion by Trustee Burkett and seconded by Trustee Reisdorf the minutes from a regular meeting held on November 16, 2004 be approved as presented. The motion was approved upon the following vote:

BID OPENING – SALE OF 1996 FORD NEW HOLLAND TRACTOR
This meeting having been duly advertised to receive bids on the sale of a 1996 Ford New Holland Tractor the above mentioned people were in attendance. The following bids were received:

Motion by Trustee Burkett, seconded by Trustee Kosmerl and unanimously carried the bid be awarded to David Heckman of Constantia, New York in the amount of $13.890.00. If for some reason the top bidder were unable to purchase the vehicle then the award would go to Almeter Farms LLC of Strykersville, New York in the amount of $10,700.00.
AMEND SALARIED EMPLOYEE POLICY
After review of the proposed changes to make the benefits consistent with the current Union Contract, motion was made by Trustee Burkett, seconded by Trustee Kosmerl and unanimously carried to approve the changes to the Salaried Employee Policy.
REVIEW LIGHTING REGULATIONS AS IT RELATES TO THE HOLIDAY LIGHTING IN THE DOWNTOWN AREA
The board reviewed Section 817 of the Zoning Laws regarding Lighting Standards for Site Plans. Section and how that relates to the Christmas lights in the downtown area especially the lights outlining the buildings. It was decided to review this section again in one year.
NOTICE OF BUCKLE UP NEW YORK GRANT
Notice has been received from the State of New York Governor’s Traffic Safety Committee that the Village of Arcade has been awarded $1,800 to participate in the statewide “Buckle Up New York” campaign. The goal is to increase seat belt usage in an effort to reduce serious injury or death from traffic crashes.
NOTICE OF TENTATIVE SPECIAL FRANCHISE ASSESSMENT
Notice has been received from the State Board of Real Property Services that the tentative Special Franchise Assessments for the Village of Arcade are $1,786,574. This is up $330,737 from last year’s assessment of $1,455,837.
PERMISSION TO SELL VEHICLE
Motion by Trustee Burkett, seconded by Trustee Reisdorf and unanimously carried permission be granted to the Superintendent of Public Works to sell the 1991 GMC Boom Truck to Spring Creek Construction Corp. of Darien Center, New York in the amount of $16,800.00.
BUDGET ADJUSTMENTS
Motion by Trustee Reisdorf, seconded by Deputy Mayor Ely and unanimously carried the following budget adjustment is approved as presented by the Clerk:

AUDIT BILLS
Motion by Mayor Doster, seconded by Trustee Kosmerl and unanimously carried the Village bills be audited and paid and that the clerk be granted permission to transfer funds from the money market accounts to the checking accounts to cover such bills.
CLERK-TREASURER POSITION
Motion by Trustee Reisdorf, seconded by Mayor Doster and unanimously carried the position of Clerk-Treasurer be advertised with a salary range of $35,000 to $50,000.
REPORTS RECEIVED
Village Justice and Acting Village Justice reports for the month of November were received, reviewed and placed on file.
Fire Department reports for the month of November were received, reviewed and placed on file.
Ambulance report for the month of November was received, reviewed and placed on file.
