At a special meeting of the Board of Trustees of the Village of Arcade, Wyoming County, New York held on Tuesday, March 25, 2003 at 6:00 P.M. there were:

PRESENT

Mayor Michael Doster, Deputy Mayor Frank Wood, Trustee Hugh Ely, Trustee Richard Kosmerl, Superintendent Larry Kilburn

ABSENT

Trustee Ginger Comstock

ALSO PRESENT

Police Chief John Laird, Trustee Elect Dan Reisdorf, Greg Schuyler

NOTICE

Pursuant to Article 7 of the Public Officers Law, notice of this meeting was given to the media on February 20, 2003, published on February 27, 2003 and posted on the 27th day of February, 2003.

SET DATE FOR PUBLIC HEARING ON BUDGET

Motion by Trustee Kosmerl, seconded by Mayor Doster and unanimously carried a public hearing on the tentative budget be scheduled for Tuesday, April 15, 2003.

EXECUTIVE SESSION

Motion by Mayor Doster, seconded by Trustee Kosmerl and unanimously carried the board enter executive session to discuss a personnel issue.

Motion by Mayor Doster, seconded by Trustee Kosmerl and unanimously carried the board exit executive session.

 

TENTATIVE BUDGET

Motion was made by Mayor Doster and seconded by Deputy Mayor Wood the board approve the tentative General Budget that will be presented at the Public Hearing set for April 15, 2003.  The tentative tax rate has been set at $11.2849 per thousand of assessed valuation.  This represents a (8.5714%) increase over last year.  The motion was approved upon the following vote:

 Trustee Ginger Comstock         Absent

 Trustee Hugh Ely                      Aye

 Trustee Richard Kosmerl         Aye

Motion made by Deputy Mayor Wood and seconded by Trustee Kosmerl the board approve the Electric and Sewer Budgets as proposed and present the same at the Public Hearing set for April 15,  2003. The Electric budget includes a 5.5% increase in rates and the Sewer budget includes an increase of $.75 per 1,000 gallons.  The motion was approved upon the following vote:

   Deputy Mayor Frank Wood   Aye

   Trustee Ginger Comstock       Absent

   Trustee Hugh Ely                    Aye

   Trustee Richard Kosmerl       Aye

Motion made by Trustee Kosmerl and seconded by Trustee Ely the board approve the Water Budget as proposed and present the same at the Public Hearing set for April 15, 2003.  The  Water Budget has no proposed rate increase.

There being no further business to come before the board, the meeting adjourned at 7:30 p.m. upon motion by Trustee Kosmerl and seconded by Trustee Ely.
