Pursuant to Article 7 of the Public Officers Law, notice of this meeting was given to the media on the 4th day of June, 2003 and the same posted on the 4th day of June, 2003.
PLEDGE TO ALLEGIANCE
Mayor Doster opened the meeting with the Pledge to Allegiance.
APPROVE MINUTES
Motion by Trustee Reisdorf and seconded by Trustee Kosmerl and unanimously carried the minutes from a regular board meeting held on June 3, 2003 be approved as presented with one addendum. As Mayor Doster was not in attendance change to Deputy Mayor Ely under pledge to allegiance. The motion was approved upon the following vote:

AWARD BID - MISCELLANEOUS ELECTRIC SUPPLIES
Motion by Trustee Kosmerl, seconded by Mayor Doster and unanimously carried the bids for various electric supplies be awarded to the lowest responsible bidder in all cases per the attached bid sheets upon recommendation of Superintendent Larry Kilburn.
REVIEW OF FINANCIAL CASH REPORT
Clerk Offers presented the board with the Annual Financial Cash Report for the year ending May 31, 2003 for their review. (Copy of said report is on file in the clerks office.)
RESOLUTION - PROPOSED LOCAL LAW 4-2003 - ZONING
The following resolution was offered by Mayor Doster and seconded by Trustee Kosmerl:
RESOLUTION
WHEREAS, the Village Board of the Village of Arcade received a request from the Arcade Planning Board and Trustee Kosmerl to amend Chapter 64 entitled Zoning of the Laws of the Village of Arcade, and
WHEREAS, the requested amendment is to better define Residence Single Family, Residence, Two Family, Residence Multi-Family and to state that areas designated R2 are intended to accommodate predominately single family homes and to state that areas designated R3 are intended to accommodate a balanced mixture of residential uses, and serves as a transition between business and single-family uses in some locations, and
WHEREAS, a new section 817 entitled Lighting Standard for Site Plans is to be added to provide specific guidelines for site plan applications and standards in regards to lighting in order to maximize the effectiveness of site lighting, to avoid unnecessary upward illumination and illumination of adjacent properties and to reduce glare, and
WHEREAS, a final copy of proposed Local Law No. 4-2003 amending Chapter 64 regarding Zoning has been placed on the desk of each Board member at the meeting held on June 17, 2003,
NOW, THEREFORE, It is Hereby:
1. Section 202-2.64, Section 202-2.65 and Section 202-2.66 under definitions be amended to better define Single Family, Two Family and Multi-Family living units and Section 412 be amended to accommodate predominately single family homes and Section 413 be amended to accommodate a balanced mixture of residential uses and serve as a transition between business and single family uses in some locations, and
2. A new Section 817 Lighting Standard for Site Plans be added to the current Zoning Law to provide specific guidelines for site plan applications in regard to lighting, and
3. That a copy of the proposed Local Law will be forwarded to the Wyoming County Planning Board for its review on July 7, 2003 pursuant to Section 239-m of the General Municipal Law, and
4. That the Village Clerk be directed to publish a Notice of Public Hearing to be held by this Board on the 15th day of July, 2003 considering said Local Law to amend the Zoning Law of the Village of Arcade, and
5. That said Clerk publish a notice of said hearing at least ten (10) days in advance of such hearing in the official newspaper of the Village (Section 1403).
6. That the Village Clerk send notice of proposed zoning change to the Clerk of the Town of Arcade at least ten (10 days prior to the date of such hearing (section 1403 (a) (1)).

WHEREAS, the Village Board of the Village of Arcade is in the process of amending the Zoning Law for the R2 and R3 Districts in the Village of Arcade, and
WHEREAS, the amended map will change two parcels on the North side of North Street from R4 to R1, several parcel on the North side of North Street from R2 to R3, parcels on East Main Street from R3 to R2, parcels on the east side of West Street from R3 to R2, parcels on the east side of Prospect Street from R3 to R2 and parcels on Park and Mill Streets from R3 to R2, and
WHEREAS, a final copy of proposed Local Law No. 5-2003 adding Chapter 63E to the Zoning Laws of the Village of Arcade amending the Zoning Map has been delivered to each Board member at their regular meeting held on June 17, 2003,

2. That a draft of a proposed Local Law adding Chapter 63E Zoning Map R1, R2 and R3 Districts to the Zoning Laws the Village of Arcade, annexed to this Resolution, be forwarded to the Planning Board pursuant to Section 1402 of the Zoning Local Law, for review by the Planning Board, and
3. That a copy of this Resolution and a copy of the proposed Local Law be forwarded to the Wyoming County Planning Board for its review pursuant to Section 239-m of the General Municipal Law, and

MONTHLY STATUS REPORT
Superintendent Kilburn presented a monthly status report for the board to review. After discussion the board requested that a quick summary of equipment repairs, need for rental equipment and community interaction be included in the report.
HIRE TEMPORARY LABORER FOR THE WASTE WATER TREATMENT PLANT
Motion by Mayor Doster, seconded by Trustee Kosmerl and unanimously carried Lee Redden of Arcade, New York be hired at $6.00 as a temporary laborer for the Waste Water Treatment Plant effective June 23, 2003 upon recommendation of Superintendent Larry Kilburn.
BUDGET ADJUSTMENTS
Motion by Trustee Kosmerl, seconded by Mayor Doster and unanimously carried the following budget adjustment be approved as presented by the Clerk:

AUDIT BILLS
Motion by Mayor Doster, seconded by Trustee Comstock and unanimously carried the Village bills be audited and paid and that the clerk be granted permission to transfer funds from the money market accounts to the checking accounts to cover such bills.
REQUEST TO BID NEW POLICE CAR
Chief Laird requested permission to bid a new police car that was included in the budget. This request was tabled to the next meeting so that the Chief could present more information.
SUMMER RECREATION PERSONNEL
Motion by Mayor Doster, seconded by Trustee Reisdorf and unanimously carried Sondra Lilly be hired as a Recreation Aide for the Arcade Recreation Program at $5.15 per hour. She is replacing Sandra Cook who took another job.
RECREATION CAMP OUT
The Arcade Recreation would like to have their annual campout at the Village Park on Wednesday, July 30, 2003. The campout would be from 7:00 p.m. until 9:00 a.m. the following morning. Motion by Deputy Mayor Ely, seconded by Trustee Kosmerl and unanimously carried the request be granted.
TAX COLLECTION BY COUNTY
Notice has been received from the Wyoming County Treasurer of Notice of Intent to cancel any Delinquent Tax that has no practical method of Collection. The County will be reviewing all property taxes that are returned for collection to determine whether the same should be cancelled, in which event the County will not guarantee or credit the amount of the tax.
EXECUTIVE SESSION
Motion by Mayor Doster, seconded by Deputy Mayor Ely and unanimously carried the board enter executive session to discuss Union Negotiations.

Receipts and Disbursements report for the month of May was received, reviewed and placed on file.
