At a regular annual meeting of the Board of Trustees of the Village of Arcade, Wyoming County, New York held on Tuesday, July 1, 2003, at 7:00 P.M. there were:

NOTICE
Pursuant to Article 7 of the Public Officers Law, notice of this meeting was given to the media on the 19th of June 2003 and the same posted on the 19th day of June 2003.
PLEDGE TO ALLEGIANCE
Mayor Doster opened the meeting with the Pledge to Allegiance.
APPROVE MINUTES
Motion by Trustee Comstock, seconded by Trustee Reisdorf and unanimously carried the minutes from a regular board meeting held on June 17, 2003 be approved as presented.
BID OPENING – ROOF ON FIREHALL
Bids were inadvertently dated for July 2, 2003. They were also missing the prevailing wages sheet so permission was given to rebid and they will be opened at the July 15th board meeting.
SMALL BUSINESSES IN ARCADE
Katie Domes was present to look for ideas on help for the small businesses in the Village. Currently there are three enterprises that are going out of business. We need to think of innovative ways of attracting and keeping businesses so that the downtown area doesn’t die. She would like to see some incentives to keep the businesses in town. Some of her suggestions were to possibly relax the zoning for signs especially those attached to buildings. You can hang any size banner or sign in a window but are limited to what you can put on the outside of a building. Signs are very important to the well being of a business. Also thought maybe a break in water and sewer rates are most small businesses do not use that much water. Maybe a break in electric rates without a demand, people don’t mind paying for what they use but why such a high demand for what they don’t use. She was told Larry and Rich are looking into this but we will probably have to do a rate study, which could take a couple years. Village might look into purchasing property from Bill Harter to make parking lot for businesses on the south side of Main Street, as there are seven businesses, which are affected by Mr. Harter barricading his lot. Trustee Ely suggested looking into grant money, sales tax from the county, money from county. They decided that a sub committee from the walk-able committee be formed as a grants committee to search for grants for down town. Katie Domes, Linda Kempf, Hugh Ely, Mike Doster and Larry Kilburn all volunteered to serve on this committee. It was suggested that John Rix be asked to also serve. They also suggested that they contact the Village of Wyoming and the Village of Orchard Park who have both gotten grants to help with their down town areas and may have some ideas. It was mentioned to contact Jim Pierce and Richard Tindell to see if they could help bring small businesses into the Village. Also discussed was getting painted crosswalks across Main Street, with signs pedestrian crossing. Other Villages have these, why can’t we. The A&A have an old engine and boxcar which is a thought to have refurbished and put on display in the back Village Parking Lot to help bring people into the Village.
This also brought the possibility of Arcade bottling their water. Superintendent Kilburn stated the health department very heavily regulates it. Trustee Reisdorf did state the he knew Mayer Brothers bottled water for other people. It was suggested that we pursue this further to see if it would benefit the Village. The grant committee will be formed and everyone will continue to try to think of innovative ways to help the downtown area.
PERMISSION TO ATTEND TRAINING SCHOOL
Motion by Mayor Doster, seconded by Trustee Kosmerl and unanimously carried permission be granted for Don Norton and Danny Laird to attend NYCOM’s 2003 Public Works Training School in Syracuse on October 20-23, 2003.
BUDGET ADJUSTMENTS
Motion by Trustee Reisdorf, seconded by Trustee Ely and unanimously carried the following budget adjustment be approved as presented by the Clerk:

AUDIT BILLS
Motion by Mayor Doster, seconded by Trustee Kosmerl and unanimously carried the Village bills be audited and paid and that the clerk be granted permission to transfer funds from the money market accounts to the checking accounts to cover such bills.
REPORTS RECEIVED
Village Justice and Acting Village Justice reports for the month of June were received, reviewed and placed on file.
PURCHASE POLICE CAR
Chief Laird approached the board about purchasing a police car from this year’s budget. It was discussed that most of the cars were gone but he did find a 2003 Impala for approximately $19,500 from Warnock’s which is in New Jersey and he can purchase on state bid. Saia’s would put in the radio and Agen’s would detail it. Motion was made by Mayor Doster seconded by Trustee Kosmerl and unanimously carried that Chief Laird to ahead and purchased this car on state bid.
SPEED TRAILER
Chief Laird stated the trailer had been on Park Street for the last week and a half and they did notice a slow down in speed on the Street. It will be placed some where on Main Street for the holiday weekend.
COMPLAINT SWIMMING POOL
Trustee Ginger has received a complaint about a half-filled swimming pool on North Street, which they are afraid, will become infested with mosquitoes. Superintendent Kilburn will look into this.
FINES & FEES
The consensus of the board was that all fines and fees should be looked at to see if they should be set at different rates.
BANNERS
Trustee Ely question why the banners have not been put up downtown. He will check with the Beautification Committee to see if they want put up this year.
FLOOD CONTROL
Trustee Ely was wondering if while we are waiting to see if we will get grant money to build a retention pond, if we could contact Howard Payne to see if there was some way the Village could dam up the old stone quarry to help prevent some of the water from coming down into the Village during heavy rains.
Someone will contact Howard to discuss this with him.
SUPERINTENT ITEMS
Superintendent Kilburn gave the board information to look over regarding demand electric rates and would like to discuss at the July 15th meeting.
Contract for Adelphia in due would like to have public hearing at the August 5th board meeting.
EXECUTIVE SESSION
Motion by Mayor Doster, seconded by Trustee Kosmerl and unanimously carried to enter executive session at 8:15 p.m. to discuss personal issues.
Motion by Mayor Doster, seconded by Trustee Ely and unanimously carried to exit executive session 8:20 p.m.
Motion by Mayor Doster seconded by Trustee Ely and unanimously carried that Jace Drennan be moved to the 3rd year of Public Works Maintenance Helper B effective June 1, 2003 at the rate of $14.77 and be moved to 1st year Public Works Maintenance Helper A effected May 11, 2004 (his anniversary date) at the rate of $16.18. (See copy of attached Memorandum of Agreement.)
Motion by Trustee Kosmerl seconded by Trustee Ely and unanimously carried to enter executive session at 8:25 p.m. to discuss union negotiations and legal matter.
Motion by Mayor Doster seconded by Trustee Ely and unanimously carried to exit executive session at 8:39 p.m.
