NOTICE
Pursuant to Article 7 of the Public Officers Law, notice of this meeting was given to the media on the 6th day of August, 2003 and the same posted on the 6th day of August, 2003.
PLEDGE TO ALLEGIANCE
Mayor Doster opened the meeting with the Pledge to Allegiance.
APPROVE MINUTES
Trustee Kosmerl wanted the minutes from August 5th to reflect that the board felt that increasing the Cable Franchise Fee to 5% would be an indirect tax and they did not feel that they wanted to do that at this time.
Motion by Trustee Kosmerl and seconded by Mayor Doster the minutes from a regular board meeting held on August 5, 2003 be approved as amended. The motion was adopted upon the following vote:

GEOGRAPHIC INFORMATION SYSTEM - PRESENTATION
Jim Schoenburg from Bergman Associates gave a presentation on their companies Government Information System (GIS). The Village has already started to map their utility systems on an AutoCad system, the GIS will take the village where they want to be. It manages data such as utilities, tree inventories, traffic lights, buildings, etc. It could take our existing information from the AutoCad system and convert to a digital database driven system. He reviewed his proposal in three phases. The first phase would be to convert our existing information at a cost of $6,600. The second phase would be to creat digital GIS shape files for approximately 4,000 electric poles at an estimated cost of $25,760. The third phase would be to create digital GIS shape files for approximately 1,100 assets including street signs, sanitary sewer manholes, fire hydrants and street lights at an estimated cost of $7,755. The ongoing maintenance cost would be approximately $500 per year. The return is through efficiency in government. The board requested Superintendent Kilburn to contact other small municipalities that are currently using this system.
NORTHRIDGE HOMES PROJECT ON NORTH STREET APPROVED
George Hezel from Housing Unlimited informed the board that financing for the project for affordable housing on North Street to be known as Northridge Homes has been approved. They received $1,528,814 in low interest loans from the State Commissioner of Housing and the reservation of tax credits have been reserved for the Wyoming County Community Action. They hope to be in ground by the end of this year of the spring of 2004. They thanked the Village for their support in this fully funded project.
POLE ATTACHMENT AGREEMENT WITH TIME WARNER
The following resolution was offered by Trustee Kosmerl and seconded by Trustee Reisdorf:
RESOLUTION
WHEREAS, Time Warner Entertainment Advance/Newhouse Partnership for its own use desires to attach and maintain its cables and/or attachments with necessary crossarms, guys and appurtenances on poles of the Village of Arcade, and
WHEREAS, the Village of Arcade is willing to permit, to the extent it may lawfully do so, the placement of said crossarms, guys and appurtenances on its poles,
NOW, THEREFORE, BE IT RESOLVED, that Mayor Michael Doster be empowered to enter into a Pole Attachment Agreement on behalf of the Village of Arcade with Time Warner Entertainment Advance/Newhouse Partnership.

DISCUSSION ON ELECTRIC RATES
Superintendent Kilburn stated that he doesnt know if our request for a five- percent increase has been submitted but certainly has not been approved. Originally the board wanted a five percent increase this year and another five percent next year. As it will be well into our fiscal year before the original five percent increase is approved the board discussed the possibility of going with a full ten percent now. The board requested further information for the next meeting and does not want to increase the rate any more than necessary.
BUDGET ADJUSTMENTS
Motion by Mayor Doster, seconded by Deputy Mayor Ely and unanimously carried that the following budget adjustments be approved as requested by the Clerk-Treasurer:

AUDIT BILLS
Motion by Mayor Doster, seconded by Trustee Kosmerl and unanimously carried the Village bills be audited and paid and that the clerk be granted permission to transfer funds from the money market accounts to the checking accounts to cover such bills.
VEHICLES FOR SALE
Motion by Mayor Doster, seconded by Deputy Mayor Ely and unanimously carried the Village advertise for bid the sale of a 2000 Chevrolet Impala police car and a 1974 Ford Pumper fire truck.
MOVING OF WATER LINE FOR UCC
After meeting with UCC regarding the cost of moving the water line and reviewing correspondence from the Village to UCC it was determined that the $8,500 received from the church was a correct amount.
PROPOSED LOCAL LAW 6-2003 ZONING MAP LIGHT INDUSTRIAL AND HIGHWAY COMMERCIAL/LIGHT INDUSTRIAL
The following resolution was offered by Mayor Doster and seconded by Deputy Mayor Ely:
RESOLUTION
WHEREAS, the Arcade Planning Board has been approached regarding the pending rental of a parcel of property currently zoned Light Industrial on West Main Street, and
WHEREAS, the Arcade Planning Board is aware of the limited amount of commercial uses allowed in that zone at the present time, and
WHEREAS, to enable a greater amount of uses they suggest changing the zoning map on lands south of Cattaraugus Creek and north of Route 39 from Fazekas, Rule & Jaffy to and including Koike Aronson from Light Industrial to Highway Commercial/Light Industrial and lands south of Cattaraugus Creek and north of Route 39 owned by Koike Aronson and Eugene & Margaret Gertis from Highway Commercial to Highway Commercial/Light Industrial, and
WHEREAS, this change will allow property owners more latitude as well as complement the area to the south of West Main Street already zoned for Highway Commercial/Light Industrial uses, and
WHEREAS, a draft proposal of proposed Local Law No. 6-2003 adding Chapter 63F to the Zoning Laws of the Village of Arcade amending the Zoning Map has been delivered to each Board member at their regular meeting held on August 19, 2003,

APPOINTMENT TO ZONING BOARD OF APPEALS
Motion by Mayor Doster, seconded by Trustee Kosmerl and unanimously carried Paul Sanders be appointed to the Zoning Board of Appeals replacing Rev. Neil Kattermann.
PERMISSION TO ATTEND MEETING
Motion by Mayor Doster, seconded by Trustee Reisdorf and unanimously carried permission be granted to anyone who wants to attend A Town Hall Meeting with Alan G. Hevesi sponsored by the State Comptrollers Office on Tuesday, September 9, 2003 in Warsaw, New York.
EXECUTIVE SESSION
Motion by Mayor Doster, seconded by Trustee Kosmerl and unanimously carried the board enter executive session to discuss police contract negotiations.
Motion by Mayor Doster, seconded by Trustee Reisdorf and unanimously carried the board exit executive session.
REPORTS RECEIVED
Fire Department reports for the month of July were received, reviewed and placed on file.
