NOTICE
Pursuant to Article 7 of the Public Officers Law, notice of this meeting was given to the media on the 5th day of December, 2002 and the same posted on the 5th day of December, 2002.
PLEDGE TO ALLEGIANCE
Mayor Doster opened the meeting with the Pledge to Allegiance.
APPROVE MINUTES
Motion by Trustee Comstock, seconded by Trustee Kosmerl and unanimously carried the minutes from a regular meeting held on December 3, 2002 be approved as presented.
NOTICE OF TENTATIVE SPECIAL FRANCHISE ASSESSMENTS AND TENTATIVE RAILROAD CEILING
Notice of Tentative Special Franchise Assessments for 2003 have been received from the State Board of Real Property Services. They have been set at a total of $1,326,151 which is an increase of $200,353 from last year. Notice of Tentative Railroad Ceiling was also received and has been set at $607,265 which is a decrease of $455,533 from last year.
NYCOM WINTER LEGISLATIVE MEETING
Motion by Mayor Doster, seconded by Trustee Ely and unanimously carried the Mayor and Trustees be granted permission to attend NYCOM’s Winter Legislative Meeting in Albany, New York on February 23-25, 2003.
NOTICE OF RATE INCREASE – ADELPHIA
Notice has been received by Adelphia that effective with the February billing statement there will be new prices for most services. The majority of services have increased.
PROPOSED LOCAL LAW – TRAFFIC CONTROL
The following resolution was offered by Deputy Mayor Wood and seconded by Mayor Doster:
RESOLUTION
WHEREAS, the Chief of Police and the Superintendent of Public Works have requested that the traffic control law be reviewed and amended to reflect changes within the village, and
WHEREAS, it was deemed necessary to erect stop signs on Steel Avenue with its intersection with West Main Street from the south and on Hurdville Road with its intersection with West Main Street from the North; to remove the stop signs on Edward Street and Sawmill Drive from the South and North respectively; to remove a stop sign on North Street westbound at West Street; to remove stop ahead signs on West Street at North Street; to place a stop sign on William Street for eastbound traffic with its intersection with Edward Street; and to change all yield signs to stop signs within the village, and
WHEREAS, a draft copy of the proposed Local Law No. 1-2003 inclusive of the above changes was reviewed by each Board member at the board meetings held on the 1st and 15th of October, the 5th and 19th of November and the 3rd and 17th of December, 2002,
NOW, THEREFORE, Be It Resolved, that the Board publish Notice of Public Hearing to be held in accordance with the provision of Section 20 of the Home Municipal Rule Law, to be held on the 7th day of January, 2003 at 7:00 p.m. in the Village Board Room, 17 Church Street, Arcade, New York, at which time all interested persons will be heard.

PROPOSED LOCAL LAW - ZONING
The Arcade Planning Board has requested an amendment to Section 1002 of the Village Zoning Law. The Department of State recommends that the Zoning Enforcement Office be specifically empowered to insure compliance of site plans, special use permits and variances. Because of this recommendation the Arcade Planning Board would like the following to be added to Section 1002.11: “and to insure the compliance of conditions of approved site plans, special use permits and variances”. The board requested that a draft zoning law be prepared with this change.
BUDGET ADJUSTMENTS
Motion by Deputy Mayor Wood, seconded by Trustee Kosmerl and unanimously carried the following budget adjustment be approved as presented by the Clerk:

AUDIT BILLS
Motion by Mayor Doster, seconded by Trustee Ely and unanimously carried the Village bills be audited and paid and that the clerk be granted permission to transfer funds from the money market accounts to the checking accounts to cover such bills.
APPOINTMENT OF POLICE SERGEANT
Motion by Mayor Doster, seconded by Deputy Mayor Wood and unanimously carried that Tony Biscaro be appointed as Provisional Police Sergeant effective January 1, 2003.
SIXTH FULL TIME POSITION
Motion by Deputy Mayor Wood, seconded by Trustee Comstock and unanimously carried Chief Laird be granted permission to advertise to fill the sixth full-time Police Officer position.
EXECUTIVE SESSION
Motion by Mayor Doster, seconded by Deputy Mayor Wood and unanimously carried the board enter executive session to discuss two contractual issues.
Motion by Deputy Mayor Wood, seconded by Mayor Doster and unanimously carried the board exit executive session.
REPORTS RECEIVED
Ambulance report for the month of November was received, reviewed and placed on file.
Receipts and Disbursement report for the month of November was received, reviewed and placed on file.

There being no further business to come before the board the meeting duly adjourned at 8:55 p.m. upon motion by Mayor Doster and seconded by Trustee Kosmerl.
