At a regular annual meeting of the Board of Trustees of the Village of Arcade, Wyoming County, New York held on  Tuesday, May 15, 2001, at 7:00 P.M. there were:

NOTICE

Pursuant to Article 7 of the Public Officers Law, notice of this meeting was given to the media on the 8th day of May 2001 and the same posted on the 8th day of  May, 2001.

PLEDGE TO ALLEGIANCE

Mayor Doster opened the meeting with the Pledge to Allegiance.

APPROVE MINUTES

Motion by Trustee Barber and seconded by Trustee Comstock the minutes from a regular  board meeting held on May 1, 2001 be approved as presented.  The motion was adopted upon the following vote:

AWARD BIDS - MISCELLANEOUS ELECTRIC SUPPLIES

Motion by Trustee Kosmerl, seconded by Mayor Doster and unanimously carried the bids for miscellaneous electric supplies be awarded to the attached list of low bidders or second lowest bidder where the bids did not meet specifications, that the poles be rebid specifying southern yellow pine, the cutouts not be awarded due to recent problem with Chance cutouts, and the residential meters not be awarded as they will be purchased through the Energy Efficiency Program upon recommendation of Superintendent Larry  Kilburn. 

AWARD BIDS - FUEL

Motion by Mayor Doster, seconded by Trustee Barber and unanimously carried the bid for  fuel be awarded to Griffith Oil of Rochester, New York upon recommendation of Superintendent Larry Kilburn.

TREE LAWN ON HASKELL AVENUE

Dan Reisdorf from Haskell Avenue came before the board requesting a load of topsoil for the tree lawn in front of his house.  The tree lawn is lower than the road as the road has been rebuild twice since he has lived in his house and between the tree growth and the road it has created a dip.   Any water runs into the sidewalk and into his lawn.  He feels that with the added topsoil the water will be diverted from running down the sidewalk.  It is also happening at his neighbor to the north and  across the street.  Superintendent Kilburn will look at the problem and see what can be done to rectify the situation.

Motion by Deputy Mayor Wood, seconded by Trustee Kosmerl and unanimously carried the  following individuals be hired for the Summer Recreation Program upon recommendation of the Recreation Commission:

DELINQUENT WATER/SEWER BILLS

Motion by Trustee Barber seconded by Deputy Mayor Wood and unanimously carried  delinquent water and sewer bills in the amount of $922.71 be added to the 2001 Village Tax Levy.

YEAR END MEETING

Motion by Trustee Kosmerl, seconded by Mayor Doster and unanimously carried the year end meeting of the Board of Trustees of the Village of Arcade be held on Wednesday, May 30, 2001 at 7:00 A.M. to finalize any year end business.

REVIEW INFORMATION ON PAST BUDGETS

Clerk Offers and Superintendent Kilburn presented the board with information requested at a prior meeting regarding budget information for the past five years.  The board tabled any comments until they have time to review the information presented.

BUDGET ADJUSTMENTS

Motion by Mayor Doster, seconded by Trustee Kosmerl and unanimously carried the  following budget adjustment is approved as presented by the C

AUDIT BILLS

Motion by Mayor Doster, seconded by Deputy Mayor Wood and unanimously carried the  Village bills be audited and paid and that the clerk be granted permission to transfer funds from the money market accounts to the checking accounts to cover such bills.

PERMISSION TO ORDER 2001 CHEVROLET POLICE CAR

Chief Laird requested permission to order a 2001 Chevrolet Police Car on State Contract the 1st of June.  Trustee Barber stated he had information on two Chevrolet police car packages that he would like to review with the Chief before permission is granted.  The request was tabled until the next meeting.

SMOKING REGULATION

It was discussed that there has been a problem with smoking at the new fire hall.  The Village has a regulation that there shall be no smoking in any Village Building except in designated areas.  Trustee Kosmerl has discussed this matter with the Fire Chief and it will be brought up at the  next fire meeting.

NAME THE PARK CONTEST

As the Village has received a grant to remove three houses at the corner of Main and Water Streets Mayor Doster would like to have a contest to "Design the New Village Park Contest".  Details will be worked out in the near future.

STEELE AVENUE

Mayor Doster, Superintendent Kilburn, Jim Spencer and Jim Swartz met today and feel that they are dangerously close to having a project that will be accepted by the DOT

MERCHANTS/BEAUTIFICATION COMMITTEE

The board discussed the lights across the downtown storefronts.  It seems to be unclear whether the lights are to be on year round or only at Christmas time and special events.  Clerk Offers stated that at the last Beautification Committee Meeting this was discussed and they felt that the  lights should only be on for Christmas and special events as the committee does not have the funds to replace the bulbs year round.  Mayor Doster stated that the replacement of the bulbs is the responsibility  of the Village until the lights are moved.  Superintendent Kilburn informed the board that the committee would like to see the money in the budget spend on a watering tank and wagon to water the hanging baskets  that will be on Main Street during the summer and not to move the lights to outline the buildings at this time.  Mayor Doster and Trustee Barber will meet with the Merchants and Beatification Committees to  discuss this matter.

REQUEST FOR VACATION CARRYOVER

Motion by Mayor Doster, seconded by Trustee Kosmerl and unanimously carried Donald King  be granted permission to carryover 40 hours vacation past his anniversary date as the vacation he was planning has been moved back one week due to scheduling problems.

AMENDMENT TO PROPOSED HOME OCCUPATION

Clerk Offers handed out recommendations received from the Arcade Planning Board after  they has reviewed comments from the Wyoming County Planning Board regarding the definition and criteria for home occupations.  The board will review their findings and discuss at the next meeting.

RECREATION FUND RAISER

The Arcade Recreation Committee is raffling two Saber hockey sticks to raise money.

PERMISSION TO BID BUCKET TRUCK

Motion by Mayor Doster, seconded by Trustee Barber and unanimously carried  Superintendent Kilburn be granted permission to go to bid for a bucket truck for the Electric Department.

REPORTS RECEIVED

Ambulance report for the month of April was received, reviewed and placed on file.
