At a special meeting of the Board of Trustees of the Village of Arcade, Wyoming County, New York held on Tuesday, March 27, 2001 at 7:00 P.M. there were:

NOTICE

Pursuant to Article 7 of the Public Officers Law, notice of this meeting was published on the 8th day of March, 2001 and the same posted on the 22nd day of March, 2001.

RAISES

Motion by Mayor Doster, seconded by Trustee Comstock and unanimously carried the following raises be given to the salaried employees effective June 1, 2001:

  Superintendent Larry Kilburn   2.0%

  Clerk-Treasurer Joanne Offers   3.5%

  Deputy Clerk-Treasurer Janet Payne  3.5%

  Chief of Police John Laird   3.5%

Motion by Mayor Doster, seconded by Deputy Mayor Miller and unanimously carried the following raises be granted:

  Village Justice     3.0%

  Acting Village Justice    3.0%

  Village Prosecutor    3.0%

  Court Clerk     $.60

BUDGET REVIEW

Mayor Doster informed the board that Supervisor Doug Berwanger had agreed to reimbursing the Village 1/2 the increase for Zoning Officer Marvin Zielonka, $4,300 additional for the recreation program and $900 in rent increase.  It was also noted that Town Highway Superintendent has tallied the support the Town has given to the Village for the past year to be valued at approximately $21,000.   The Village will tally the value of service that was given to the town for their records.

The board discussed a proposal that was given to them on March 21, 2001 by Trustee Barber regarding the police department budget.  The discussion centered around the percent of the police budget of the entire budget.  With all benefits and expenses related to the police department the percentage of approximately 31% without benefits it is approximately 23%.  Various ways of reducing the budget, special traffic problems in the Village, mitigation of desired effect on a four land highway, etc. were discussed in length.

Motion was made by Trustee Barber to reduce the police budget by 3% or $9,546.  There being no second the motion died.

TENTATIVE BUDGET

Motion was made by Deputy Mayor Miller and seconded by Trustee Comstock the board approve the General Budget amended to include labor changes discussed tonight and present the same at the  Public Hearing set for April 10, 2001.  The tentative tax rate has been set at $10.0381 per thousand of assessed valuation.  This represents a (3.4847%) increase/decrease over last year.  The motion  was approved upon the following vote:

Motion made by Deputy Mayor Miller and seconded by Mayor Doster the board approve the Electric, Water and Sewer Budgets as proposed and present the same at the Public Hearing set for April  10, 2001.  There are no rate increases for electric, water or sewer.  The motion was approved upon the following vote:

   Deputy Mayor Dale Miller Aye

   Trustee Edward Barber  Aye

   Trustee Ginger Comstock Aye

   Trustee Frank Wood  Absent
