At a regular meeting of the Board of Trustees of the Village of Arcade, Wyoming County, New York held on Tuesday, January 2, 2001 at 7:00 P.M. there were:

NOTICE
Pursuant to Article 7 of the Public Officers Law, notice of this meeting was given to the media on the 20th day of December, 2000 and the same posted on the 20th day of December, 2001.
APPROVE MINUTES
Motion by Deputy Mayor Miller and seconded by Trustee Comstock the minutes from a regular meeting held on December 19, 2000 be approved as presented. The motion was approved upon the following vote:

BID OPENING - SALE OF DUMP TRUCK
This meeting having been duly advertised for the receival of bids for the sale of a Dump Truck the above mentioned people were in attendance. No bids were received. Motion by Mayor Doster, seconded by Trustee Barber and unanimously carried the truck be readvertised with a minimum bid of $12,500.00.
BID OPENING SUBSTATION PAVING
This meeting having been duly advertised for the receival of bids for Substation Paving the above mentioned people were in attendance. The following bids were received:

Motion by Trustee Barber, seconded by Trustee Wood and unanimously carried the bids be turned over to the Superintendent of Public Works for his review and recommendation.
FINAL SPECIAL FRANCHISE
Final Special Franchise Assessments for 2001 have been received from the State Board of Real Property Services. The assessments are the same as the tentative that were received earlier.
ELECTION RESOLUTIONS
The following resolution was offered by Deputy Mayor Miller and seconded by Trustee Wood:
RESOLUTION
WHEREAS, the next Village Election is to be held on Tuesday, March 20, 2001,
NOW, THEREFORE, Be It Resolved, that the Board of Trustees of the Village of Arcade set the polling place as the Village Board Room, 17 Church Street, Arcade, Wyoming County, New York and the polls be open from 12:00 o’clock noon until 9:00 P.M.
The aforesaid resolution was adopted by the following vote:

The following resolution was offered by Trustee Wood and seconded by Deputy Mayor Miller:
RESOLUTION
WHEREAS, the Board of Trustees shall appoint two Inspectors of Elections and one alternate for the Village election to be held on March 20, 2001, and
WHEREAS, such Inspectors of Elections shall be paid a total of $100.00 each for preparation of the rolls and election day,
THEREFORE, Be It Resolved, that Janet Ely and Cheryl Parker be appointed as Inspectors of Election and Ginger Comstock be appointed as an alternate.

The following resolution was offered by Deputy Mayor Miller and seconded by Trustee Wood:
RESOLUTION
WHEREAS, Janet Payne has received the programmer’s certificate from the Automatic Voting Machine Corporation, and
WHEREAS, the Village must engage the services of a qualified Voting Machine Custodian to set up the voting machine for the Village Elections to be held on March 20, 2001, and
WHEREAS, Janet Payne is an employee of the Village of Arcade and by enlisting her services the Village will be spared the expense of hiring a Voting Machine Custodian,
NOW, THEREFORE, Be It Resolved, that Janet Payne be appointed as the Voting Machine Custodian for the upcoming Village Elections to be held on March 20, 2001.

The following resolution was offered by Deputy Mayor Miller and seconded by Trustee Barber:
RESOLUTION
WHEREAS, the Village Board adopted a resolution on January 5, 1993 to abolish registration day for Village elections, and
WHEREAS, such resolution shall remain in effect until the Board of Trustees adopts a resolution providing that there shall be a registration day for Village elections, and
WHEREAS, the Inspectors of Elections are required to prepare the register for elections from the registration lists certified and supplied by the County Board of Elections the names of all persons, residing in the Village and qualified to vote at such forthcoming general Village election,
NOW, THEREFORE, Be It Resolved, that the Inspectors of Elections meet during the week of March 12, 2001 at their convenience in the Village Board Room to prepare such register.

PERMISSION TO USE PARK CABIN
Motion by Trustee Wood seconded by Trustee Comstock and unanimously carried permission be granted to the Arcade Merchants Committee to use the park cabin on January 27, 2001 until midnight for a beer and jeans party.
PERMISSION TO ATTEND SCHOOL
Foreman Steve Macholz and Superintendent Larry Kilburn requested permission for Steve Macholz, Don King and Steve Pinter to attend an IEEE school on Designing Electric Overhead Distribution Lines in Madison Wisconsin on March 21 - 24, 2001. The approximate cost would be approximately $6,000.00. After much discussion regarding certification, instructors, number of people to attend, availability of classes, etc. any action was tabled until the next meeting when more information can be received and reviewed by the board.
REVIEW TENTATIVE LABOR BUDGET 2001-02
Clerk Offers presented a copy of the tentative labor budget to the board. After a brief discussion the board requested further information on overtime percentages and percentages for non-union employees. The board will review the information presented.
COMPLAINT UNREGISTERED VEHICLES
David Popiela had a complaint regarding unregistered cars in the municipal parking lot. The matter was turned over to Chief John Laird.
BUDGET ADJUSTMENTS
Motion by Trustee Wood, seconded by Deputy Mayor Miller and unanimously carried the following budget adjustment be approved as presented by the Clerk:

AUDIT BILLS
Motion by Mayor Doster, seconded by Deputy Mayor Miller and unanimously carried the Village bills be audited and paid and that the clerk be granted permission to transfer funds from the money market accounts to the checking accounts to cover such bills.
PERMISSION TO ATTEND SEMINARS
Motion by Mayor Doster, seconded by Trustee Wood and unanimously carried the board grant permission to John Rix and Tony Biscaro to attend a Snowmobile School in Mt. Morris on January 8 - 11, 2001 at a cost of $25.00 each.
Motion by Trustee Wood, seconded by Deputy Mayor Miller and unanimously carried Al Noble and Dave Carr be granted permission to attend the Western New York Water Works Conference in Batavia, New York on February 7th at $15.00 each.
Motion by Mayor Doster, seconded by Trustee Wood and unanimously carried Al Noble, Dave Carr and Jim McGarvey be granted permission to attend a Water Seminar in Lancaster, New York on March 13, 2001.
NEW YORK STATE RETIREMENT
The following resolution was offered by Trustee Wood and seconded by Deputy Mayor Miller:
RESOLUTION
WHEREAS, the Village of Arcade is a member of the New York State and Local Retirement System for both the Employees' Retirement System and the Police & Fire Retirement System, and
WHEREAS, the New York State and Local Retirement System requires the Village to properly determine the number of days worked by a member, and
WHEREAS, the Village Board must set the standard hours in a work day,
NOW, THEREFORE, Be It Resolved that the Village Board has determined that a standard workday be set at six hours per day for Tier 2, 3 and 4 members with a maximum credit of five working days per week.
