At a regular meeting of the Board of Trustees of the Village of  Arcade, Wyoming County, New York held on Tuesday, October 3, 2000, at 7:00 P.M. there were:

PRESENT

Mayor Michael Doster, Deputy Mayor Dale Miller, Trustee Edward Barber, Trustee Ginger Comstock, and Trustee Frank Wood, Superintendent Larry Kilburn

ALSO PRESENT

Police Chief John Laird, Matt Surtel - Batavia Daily News, Carrie Koepf,  Cheryl Parker, Greg Schuyler, Charles Andress, Lynn Carr 

NOTICE

Pursuant to Article 7 of the Public Officers Law, notice of this meeting was  given to the media on the 21st day of September, 2000 and the same posted on the 21st day of September, 2000.

APPROVE MINUTES

Motion by Trustee Barber, seconded by Trustee Comstock and unanimously  carried the minutes from a regular board meeting held on September 19, 2000 be approved as presented.

RECOMMENDATIONS FROM PLANNING BOARD – HOME BASED BUSINESSES

The board had reviewed the recommendation for including  home based businesses in the Village Zoning Law that was received at the last meeting.  They received additional recommendations from Zoning Officer Marvin Zielonka at tonight's meeting and a motion was made by Trustee Wood, seconded by Trustee Barber and unanimously carried that this matter be tabled until the next meeting so that the board had time to review the additional recommendation.

 

QUOTE ON EMPLOYEE BOND INSURANCE

Motion by Trustee Wood, seconded by Trustee Comstock and unanimously carried the Employee Bond Insurance be increased to $200,000 for the Clerk-Treasurer and $50,000 for all others included in the policy at an additional cost of approximately $140.00.

LETTERS OF MAP AMENDMENT RECEIVED – HASKELL  AVENUE AREA

Clerk Offers informed the board that four Letters of Map Amendment (LOMA’s) have been received to date for the Haskell Avenue area.  Properties located at 25 Haskell Avenue – Richard Anderson and 106 Liberty Street – Tina Benzel are removed from the  flood map.  Properties located at 24 Haskell Avenue – Donna Fiedler and 30 Haskell Avenue – Doris Downey remain in the flood map.

ZONING OFFICERS REPORT

Zoning Officer Marvin Zielonka turned in a report for the months of June through September 2000 that was reviewed by the Board.

BUDGET ADJUSTMENTS

Motion by Deputy Mayor Miller, seconded by Trustee Barber and unanimously  carried that the following budget adjustments be approved as requested by the Clerk-Treasurer:

AUDIT BILLS

Motion by Deputy Mayor Miller, seconded by Mayor Doster  and unanimously carried the Village bills be audited and paid and that the clerk be granted permission to transfer funds from the money market accounts to the checking accounts to cover such bills.

BOARD ITEMS

Mayor Doster and Superintendent Kilburn met with the engineers regarding the  water run-off problem on Park Street.  A full report will be available for the next meeting with recommendations.  A watershed study done by HMH Subdivision was briefly discussed.

By the end of this week it will be determined if the Electric Department will have an 8 hour power outage on October 22, 2000 to do the required work to get the new substation and tap switch on line.

Mayor Doster, Superintendent Kilburn, Jim Spencer, Jim Swartz and Jim Pierce  met with Bob Weatherup from the DOT regarding the curb cut on Steele Avenue.  The DOT is willing to look at changes to their original requirements regarding concrete, drainage and guardrails.

Mayor Doster informed the board that the security light behind Mrs. Fiedler's house has an inaccessibility issue and the letter written regarding the removal could have been handled better.  With the new high line that will be energized later this month the light  had to be removed.

The DOT will not be repairing the A&A Railroad crossing this summer due to damage from flooding throughout the county.

Superintendent Kilburn informed the board that a letter has been received  from Suburban Adult Services stating that they have made arrangements to park their cars in the A&A parking lot.

COLLECTION AGENCY

Mayor Doster will enter into an agreement with Outsource Receivables  Management to collect some of our delinquent accounts at a rate of 28%.

DECLARED DISASTER AREA

Word has been received that Wyoming County has been declared a disaster area for the flood in September.  Both public and private money have been asked for by the county, however, there is not much hope for private monies.

REPORTS RECEIVED

Village Justice and Acting Village Justice reports for the month of September were received, reviewed and placed on file.

Receipts and Disbursements Report for the month of August was received,  reviewed and placed on file.
